Saint Vincent and the Grenadines (SVG) has about 100,000 people in the eastern Caribbean, so its Latin American role is diplomatic, not commercial. This guide shows its memberships, friends, rivals and the debt risk behind them.

Saint Vincent and the Grenadines in Latin America: Where It Fits

SVG is a chain of islands in the Windward group of the eastern Caribbean, covering 389 square kilometres (150 square miles). The World Bank, the global development lender, counted 99,924 residents in 2025.

The currency is the East Caribbean dollar (EC$), issued by the Eastern Caribbean Central Bank (ECCB) and fixed at EC$2.70 per US$1. That fixed rate has held since 1976, and SVG shares the currency and the bank with its island neighbours.

King Charles III is head of state, represented locally by Governor-General Stanley John, who was sworn in on Tuesday 6 January 2026. He took over from Dame Susan Dougan, while real power rests with the elected government.

Prime Minister Godwin Friday leads the New Democratic Party (NDP), which won 14 of the 15 seats on Thursday 27 November 2025. The Unity Labour Party (ULP), which had governed since 2001, kept one seat.

Friday also holds the finance, legal affairs, justice, economic planning and private sector development portfolios. Dwight Fitzgerald Bramble is minister of foreign affairs, foreign trade, foreign investment and diaspora affairs.

SVG has no seat in Mercosur, the Andean Community or the Central American Integration System (SICA). Its ties to Latin America run through regional forums and political friendships, not through trade treaties.

A Small Economy Under Debt Pressure

The International Monetary Fund (IMF), the global lender that reviews member economies, finished its yearly check of SVG on Wednesday 10 June 2026. It published its press release on Friday 12 June.

The IMF estimates economic growth after inflation at 3.7% in 2025 and projects 2.8% for 2026. Consumer prices rose 0.9% on average in 2025, and the IMF projects 2.2% for 2026.

Public debt rose to 113.1% of annual output in 2025, and the IMF projects 120.1% for 2026 and 126.1% for 2027. Debt has climbed 45 percentage points of output since 2019.

The current account, the gap between what a country earns from the world and pays to it, stood at minus 20.1% of output in 2025. The IMF projects minus 21.2% for 2026.

The IMF has rated SVG at high risk of debt distress since 2016. Most directors called for urgent, upfront and sustained fiscal consolidation, and without a policy change it sees debt at about 145% of output by 2031.

The IMF puts 2023 output at EC$2.83 billion (US$1.05 billion), the latest dollar figure in its report. Adding its nominal growth rates of 7.6%, 4.7% and 5.0% gives about EC$3.3 billion (US$1.24 billion) for 2026, our own calculation.

Tourism is the visible engine, with 120,599 stay-over visitors in 2025 against 102,766 in 2024, a rise of 17.4%. Tourism and construction kept growth going, while construction imports and hotel profits sent abroad widened the current account gap.

How a Small State Built a Big Foreign Policy

Ralph Gonsalves led the government from March 2001 until November 2025 for the ULP. It built close ties with Cuba and Venezuela and joined ALBA-TCP, the Bolivarian Alliance for the Peoples of Our America, founded by those two countries.

SVG took over the rotating chair of CELAC on Tuesday 24 January 2023, when Argentina handed it over in Buenos Aires. It was the first Caribbean Community member to hold the post.

SVG hosted the eighth CELAC summit and passed the chair to Honduras on Friday 1 March 2024. That ended a presidency of more than a year.

On Thursday 14 December 2023, SVG hosted Guyana’s president Irfaan Ali and Venezuela’s president Nicolás Maduro at Argyle International Airport. They signed the Joint Declaration of Argyle, promising not to threaten or use force against each other.

The talks concerned the Essequibo, a Guyanese region that Venezuela claims. Guyana backs a case at the International Court of Justice (ICJ), the UN’s top court, but Venezuela does not accept its jurisdiction.

Gonsalves, Dominica’s prime minister Roosevelt Skerrit as CARICOM chair and Brazil’s president Luiz Inácio Lula da Silva stayed on as interlocutors. The United Nations Secretary-General António Guterres was named as observer.

The Caribbean Home Base

The Caribbean Community (CARICOM), a 15-member regional bloc, is the anchor of SVG’s foreign policy. The Organisation of Eastern Caribbean States (OECS) binds it more closely to its island neighbours.

ECCB Governor Timothy Antoine was reappointed for five more years from Sunday 1 February 2026, confirmed by the Monetary Council on Friday 13 February. For investors, that signals continuity in the framework behind the EC dollar.

The ECCB says the EC dollar peg of EC$2.70 to US$1.00 will mark 50 years in July 2026. It reports a backing ratio of 99.5% and foreign reserves of EC$5.83 billion (US$2.16 billion).

Two earthquakes of magnitude 7.2 and 7.5 struck north-central Venezuela on Wednesday 24 June 2026, damaging at least seven states. CARICOM governments then sent a joint aid shipment of 88 containers.

Ambassador Gareth Bynoe presented SVG’s contribution, and Bramble said the initiative reflects the strength of regional cooperation and collective action in times of crisis. SVG’s exact share of the shipment is not stated.

CELAC, ALBA and the OAS

Prime Minister Friday left for Bogotá on Friday 20 March 2026 to attend the 10th CELAC summit and the CELAC-Africa high-level forum. Colombia handed the rotating chair to Uruguay at the summit on Saturday 21 March.

CELAC is not always united. Its emergency video meeting of Sunday 4 January 2026 on the US operation in Venezuela ended without a joint statement.

Argentina and nine other governments blocked a condemnation, while Brazil, Colombia, Chile and Mexico called the operation a breach of Venezuela’s sovereignty. SVG’s own position in that meeting is not known.

SVG remains a member of ALBA-TCP, the Venezuela-backed bloc, and Bramble joined its 25th summit by video on Sunday 14 December 2025. On 17 December the Foreign Ministry announced a procedural reservation on the final declaration, citing little time to review it.

The ministry reaffirmed its commitment to integration and unity. It also said it is ready to work constructively with ALBA-TCP members.

SVG is also a member of the Organization of American States (OAS) and the United Nations, as Bramble noted on Sunday 4 January 2026. Its position on later ALBA statements about the US action is not known.

Venezuela, the United States and Taiwan

US forces seized Venezuela’s president Nicolás Maduro on Saturday 3 January 2026. On Monday 5 January the National Assembly swore in Delcy Rodríguez as interim president.

On Sunday 4 January 2026, Bramble said the situation is “of grave concern to our country and our region”. He described both Venezuela and the United States as friendly nations.

SVG recognises Taiwan, formally the Republic of China, with which it has had diplomatic ties since 12 August 1981. On Tuesday 3 February 2026, Taiwan signed a US$3 million social relief grant with SVG.

Friday visited Taipei from Tuesday 11 August 2026 for the 45th anniversary of those ties and met President Lai Ching-te. The two governments are negotiating an Economic Cooperation Agreement, and no agreement was signed during the visit.

Citizenship by Investment and the Fiscal Path

The Friday government plans a citizenship-by-investment (CBI) programme, under which foreigners obtain a passport by paying the state. It announced the plan in its first budget, with a launch target of mid-2026.

The IMF prefers a donation-based design and advises against real-estate options. It also advises against a new national development bank and against cutting the standard value-added tax (VAT) rate.

The IMF’s illustrative path to stabilise debt needs a primary surplus of 3% of output by 2029. A primary surplus is revenue minus spending before interest payments.

What It Means for You

Investors should watch the debt path first, since the IMF sees no stabilisation without policy change. The fixed EC$2.70 peg removes dollar exchange-rate risk for now, but it does not remove the risk of fiscal stress.

Travellers and expats should confirm entry rules with Vincentian immigration or an embassy, since they depend on nationality. Our guide to moving to Saint Vincent and the Grenadines covers the practical steps.

What Is Not Known

The launch date of the citizenship programme is not confirmed as of 2 November 2026. The date of the 2027 budget is not confirmed either.

The IMF expects the next yearly review on the standard 12-month cycle, so a new assessment is due around mid-2027. Venezuela’s political course after January 2026 and its effect on SVG’s ALBA-TCP seat are not known.
