Rift Widens in Lula’s Government After Social Security Corruption

Media reported on May 7 that the PDT’s lower house caucus broke from President Lula’s governing coalition.

The Democratic Labour Party (PDT) is a centre-left Brazilian party that blends pro-labour, social-democratic and nationalist principles.

The caucus cited disrespect over the handling of a massive fraud scandal at the National Social Security Institute INSS.

It voted unanimously to adopt an independent stance after its leader lost his cabinet post without party consultation.

Investigators found that unauthorized associations and bribes diverted up to R$6.3 ($1.1) billion from retirees and pensioners between 2019 and 2024.

The Federal Comptroller General’s Office estimates that 97.6 percent of surveyed beneficiaries did not authorize deductions.

The INSS ombudsman logged nearly 5,000 complaints and more than 700 formal denunciations of undue discounts through February 2025. Carlos Lupi, the party’s president and minister of social security, resigned amid the scandal.

President Lula appointed Wolney Queiroz as Lupi’s successor without PDT approval. House leader Mário Heringer called that move the “last straw” after months of strained relations.

Elsewhere, the PDT’s senators pledged to remain in Lula’s broader support bloc, citing shared policy goals on labour and social welfare.

They stressed their affinity with Lula’s agenda even as they adopt an independent stance in the lower house.

Lula’s coalition already struggled to unite centrist parties with differing agendas. The Workers’ Party holds 12 of 38 ministries, including all Planalto Palace portfolios.

Parties such as PSD, União Brasil, PP and Republicanos maintain ministers but increasingly criticize Lula’s left-leaning policies.

Governors Ratinho Junior, Ronaldo Caiado and Tarcísio de Freitas represent potential 2026 presidential challengers within those parties.

Lula has faced repeated setbacks in Congress and polls below 50 percent approval. He reshuffled his cabinet to solidify alliances, but partners now question his negotiation style and willingness to share power.

After 30 months in office, business leaders warn that political instability may stall key economic reforms and hamper Brazil’s growth. Analysts say Lula must rebuild trust or risk governing with a fragile, unpredictable base.
