The first well found oil. The next three decide whether that was a pocket or a province, and the answer arrives in the middle of an election year.

Brazil’s environmental regulator has cleared Petrobras to drill three more wells in the Foz do Amazonas basin. The authorisation came on Friday, 4 September.

Ibama, the federal environment agency, had already licensed one well in the same block. That well, Morpho, found oil.

The new clearance takes the programme to four wells in total. One is the main well and three are contingent.

All of them sit in block FZA-M-59. It lies offshore from the state of Amapá, north of where the Amazon meets the sea.

Why This Block Matters

Brazil calls the region the Equatorial Margin. It runs along the northern coast and continues into waters off Guyana and Suriname.

Those neighbouring waters have produced some of the largest oil finds of the past decade. Brazilian geologists have long argued the same rocks continue south.

Petrobras drilled Morpho to test that idea. Finding oil turned a geological argument into a commercial question.

Three more wells are how you answer it. One discovery tells you the rock works, not how much is there.

What the Licence Does and Does Not Do

The authorisation is not a blanket permit. Each well still needs its own technical sign-off from Ibama before drilling starts.

Environmental conditions attach to the work. They cover spill response, wildlife protection and the timing of operations.

That structure is deliberate. Ibama spent years refusing to license the first well in the region at all.

The Objection

Environmental groups have opposed drilling off the Amazon delta since the first application. Their argument is about response time, not about geology.

The nearest support base is far from the drilling site. Critics say a serious spill could reach the coast before equipment arrives.

The delta also holds a reef system that was only mapped in the past decade. Its extent is still disputed among scientists.

Petrobras says its response plan meets the regulator’s requirements. Ibama has accepted that plan for the wells it has licensed.

The Politics of Timing

Brazil holds general elections in October. Energy has become part of the campaign.

Estadão reports the president will refer to the northern oil find in his Independence Day address on Monday. The message is aimed partly at Washington.

That framing suits both sides of the argument. Supporters hear investment and jobs, and opponents hear the Amazon.

What It Means for Production

Nothing in this decision adds a barrel to Brazilian output this year. Exploration wells are years away from production.

Brazil’s existing offshore fields in the Santos basin are mature. Output there will decline without new sources.

The Equatorial Margin is the main candidate to replace them. That is why a licence for three wells reads as strategic rather than routine.

How Brazil Licenses a Frontier Well

Ibama assesses each application against a spill model and a response plan. It also weighs the distance to the nearest support base.

The agency refused the first application for the basin outright in 2023. It granted the Morpho licence only after Petrobras revised its emergency plan.

That history is why this authorisation reads as a shift. The regulator is now processing wells rather than debating whether the region can be drilled at all.

What to Watch

The first marker is when the rig actually moves. A licence is not a spud date.

The second is what the contingent wells find. Three dry holes would change the story quickly.

The third is whether Ibama licenses a second block. That would signal the regulator is now treating the region as open rather than exceptional.

Frequently Asked Questions

What did Ibama approve in the Foz do Amazonas basin?

It authorised Petrobras to drill three more exploratory wells in block FZA-M-59, on 4 September 2026. With the Morpho well already drilled, the programme now covers four wells in that block.

Did Petrobras find oil there?

Yes. The Morpho well in the same block found oil earlier in 2026, which is what prompted the request to drill further.

Why is the region controversial?

The blocks sit near the mouth of the Amazon, and environmental groups argue that spill response capacity in the area is too far away to contain a serious accident.
