Some Colombian residence visas were issued for life. The Colombia resident visa transfer gives their holders until October 31, 2026 to move them into the current system.

A residence stamp with no expiry date is about to need paperwork after all. The Colombia resident visa transfer closes on October 31, 2026. It reaches holders who have not opened a visa file in years.

The stamp that was meant to be the last one

Colombia once issued a residence permit with no end date. It was called the Residente Permanente visa, and it was meant to settle the question for good.

Then the country rebuilt the whole system. Resolución 5477 de 2022 cut the old catalogue down to three letters, V for visitor, M for migrant, R for resident.

Older R visas stayed valid, but they sit outside that structure. Visas issued in 2022 or later are already inside it.

Moving an old one in is called the traspaso, Spanish for transfer. It is not a fresh application, and it does not reset your years of residence.

A date the ministry has already moved once

The deadline comes from Resolución 9316 de 2024. The Cancillería, Colombia’s foreign ministry, signed it in late September 2024 and put the new date at October 31, 2026.

That was already a reprieve. The original cut-off fell in October 2024, two years after the 2022 rules took effect.

The ministry’s later resolutions carry no second extension. In mid-September 2026, October 31 is the date holders are working to.

That leaves roughly seven weeks. Certificates take time and appointment slots fill, so a file opened in late October is a tight one.

The Colombia resident visa transfer runs online through the ministry’s visa portal. Bogota reviews the file, and a new foreigner ID card follows approval.

Five papers, and one that has quietly dropped off

Article 106 asks for five things, not four. The first is simply the general requirements that apply to any visa file in Colombia.

Then come the specific papers. You need a copy of the old visa and of your Cédula de Extranjería, the ID card foreign residents carry.

You also need a Certificado de Movimientos Migratorios. That is the travel record from Migración Colombia, the immigration authority, listing every entry and exit.

Next comes proof of what you actually do in the country. Employment papers, a company registration, a study enrolment or pension statements all answer that.

A short letter explaining the reason for the transfer closes the file. The Salvoconducto, the temporary safe-conduct permit, is gone from the list, because a resident visa never expires.

The families whose visa is a sheet of paper from 1987

Paper visas from the last century go missing, and the ministry allowed for that. Holders of visas issued before the year 2000 can apply without the original.

In its place goes a sworn statement. It has to explain why the original visa cannot be produced, and it travels with the rest of the file.

Then comes an extended migration certificate reaching back to the year the visa was issued. The last foreigner ID card from that stay goes with it.

This branch of the rule belongs to the long-settled. People who arrived in the 1980s or 1990s are the ones most likely to have lost the paperwork.

Nothing is stamped cancelled on November 1

No official turns up the next morning to void anything. The trouble arrives later, when the Cédula de Extranjería comes up for renewal.

Immigration advisers say the card cannot be issued or renewed without a transferred visa. That card is what opens bank accounts, rental contracts and health cover.

One Bogotá immigration firm goes further. It warns that the residence itself may be treated as ended, leaving a 30-day window of regular status.

The ministry’s own text spells none of that out. Colombia’s rules grant a 30-day exit window only after a visa has been formally cancelled.

Two fees of US$56, and one clock that only starts at the end

Resolución 9316 names no price. A separate tariff resolution does, Resolución 3969 de 2026, which fixed the ministry’s fees in March 2026.

Its table prices a traspaso de visa at US$56 for the study stage and US$56 for issuance. That is US$112 in total, with stamp tax charged on top.

Advisory sites circulate figures of their own. Some list about US$65 per stage, which sits above the published tariff.

The ministry has not published a service standard for the decision itself. Filing early is the only part of the calendar an applicant controls.

One clock is fixed. Once a visa is approved and paid for, the ministry has ten working days to issue the electronic visa.
