Key Facts

  • Airport projects 14 regional airport projects are planned in Colombia.
  • Active contracts Only 6 of those 14 projects have live contracts in place.
  • Physical progress Progress on the active airport projects is under 3%.
  • Core bottleneck Slow coordination between ANI and Aerocivil is cited as the main problem.
  • CCI warning The chamber says project paralysis and contract delays, not lack of money, are the key risks.
  • Priority works CCI urges fast-tracking four major airport initiatives, including Bogotá El Dorado and Cali.

Colombia’s infrastructure chamber warns that institutional delays, not financing gaps, are stalling key airport and transport projects under the new government.

For anyone tracking Latin America’s fourth-largest economy, the warning from Colombia’s infrastructure chamber (CCI) is a sobering signal: the country’s ambitious project pipeline is not failing for lack of money, but for lack of momentum. In a detailed assessment presented to the incoming administration, the CCI said that only 6 of 14 planned regional airport projects have active contracts, and that physical progress on those works is under 3%. The core problem, according to the chamber, is slow coordination between the national infrastructure agency ANI and the civil aviation authority Aerocivil. That means Colombia infrastructure, a sector the government has touted as a growth driver, is at risk of becoming a bottleneck itself.

A warning about paralysis, not funding

The CCI’s message is deliberately framed to counter the assumption that budget constraints are the main obstacle. Instead, the chamber points to project paralysis, contract delays, and institutional bottlenecks as the primary drags on execution under the new government. In the airport segment, the figures are stark: of the 14 regional projects planned, only six have contracts that are actually live, and even those are barely moving, with physical progress below 3%.

These regional airports fall under the aviation authority Aerocivil, and the chamber attributes the delays mainly to its deficient planning and inefficient execution, with permitting, approvals and technical clearances stuck. The airport figures come from the CCI’s quarterly “Infra A Fondo” tracking; the warning is not isolated, and it accompanies a broader “hoja de ruta” (roadmap) that the CCI, led by executive president María Consuelo Araújo Castro, presented on 16 July 2026, urging the new administration to treat infrastructure as a state policy, with legal certainty and regulatory stability across road, rail, airport, port, and river projects.

The airport numbers that matter

The most concrete figures in the CCI’s report concern regional airports. The 14 planned projects are meant to improve connectivity in secondary cities and rural areas, but the current status suggests that many will not deliver on schedule. With only six contracts active and progress under 3%, the risk is that even those projects with signed agreements may stall if inter-agency coordination does not improve quickly.

The CCI also urged the government to fast-track four major airport works already backed by private initiatives: Bogotá El Dorado, Cali Alfonso Bonilla Aragón, Cartagena airport, and a new runway in Antioquia. These are not speculative proposals; they are projects with existing private-sector interest and financing structures. The chamber’s point is that these should be prioritised to demonstrate that the system can still deliver.

Institutional delay as the main risk

The CCI’s analysis consistently returns to one theme: the sector’s main risk is institutional delay, not financing scarcity. This is a significant shift in tone from previous years, when budget availability was often the central concern. Now, the chamber is telling the new government that private capital will only move if bureaucratic friction is reduced and legal certainty is guaranteed.

That message has direct implications for investment. If contractors and financiers see that projects can be signed but not advanced, they will price in higher risk or simply wait. The CCI’s broader argument is that Colombia infrastructure needs a predictable regulatory environment, not just more money in the budget. The roadmap presented in July is an attempt to lock in that stability across administrations, treating infrastructure as a long-term state priority rather than a political football.

What is at stake for growth and jobs

The stakes go beyond airports. The CCI has linked its warnings to the wider economic picture, arguing that more infrastructure investment could materially lift growth and employment. In a country where transport costs and logistics inefficiencies are persistent drags on competitiveness, stalled projects have a direct cost in lost output and delayed regional development.

For the new government, the choice is clear in the chamber’s framing: reduce institutional bottlenecks and fast-track private initiatives, or accept that the project pipeline will continue to underperform. The CCI’s figures on regional airports are a warning, but they are also a test. If the administration can show progress on the four priority airport works and improve Aerocivil’s planning and execution, it will signal that the paralysis is reversible. If not, the under-3% progress rate may become the norm for the entire infrastructure sector.

Frequently Asked Questions

What exactly did the CCI warn about?

The CCI warned that project paralysis, contract delays, and institutional bottlenecks are slowing infrastructure execution under the new government. It specifically noted that only 6 of 14 regional airport projects have active contracts and physical progress is under 3%.

Why is the airport progress rate so low?

The chamber attributes the low progress mainly to Aerocivil’s weak planning and execution. Strikingly, about half the assigned money is already committed while physical progress sits near 2%, so even funded projects are barely advancing on the ground.

What does the CCI want the government to do?

The CCI presented a roadmap on 16 July 2026 urging the administration to treat infrastructure as a state policy, ensure legal certainty, and fast-track four major airport works already backed by private initiatives, including Bogotá El Dorado and Cali.
