Latin America’s voting crisis: disillusionment, abstention and the search for a new commitment

Recent elections in Latin America have shown a pronounced decline in voter turnout, indicating a trend of political disengagement and disillusionment among the populace, according to political and international experts.

For instance, recent primary elections in Argentina and a second round of voting in Guatemala recorded 30.38% and 55.1% abstention rates, respectively.

In Mexico’s State elections, crucial for the 2024 presidential elections due to its large voter base, over half of the population (50.12%) abstained.

Carlos Manuel López Alvarado, an expert in international relations from the National Autonomous University of Mexico (UNAM), suggests that this trend stems from widespread disillusionment with politics and the perceived ineffectiveness of politicians.

Christian Salazar, a social studies scholar from UNAM, posits to Sputnik that political campaigns, often tedious and repetitive, contribute to the disillusionment.

He also mentions that political parties might intentionally disenchant the populace to maintain control and avoid political instability.

Consequences of Abstention

  • Increased costs of electoral processes.
  • General detachment of the public from political decisions.
  • Political parties may feel less obligated to meet the demands and needs of the populace.
  • Reduced encouragement for civic and ethical spirit in monitoring governmental actions.

Salazar suggests that, in some cases, abstention can be a form of protest against institutions. A notable example from history is Mexico in the mid-1970s.

High abstention rates led to political reforms in 1977, creating a more inclusive environment for political parties.

While abstention remains a concern, other forms of voter behavior, like casting blank or null votes, also indicate deep-rooted dissatisfaction.

López Alvarado believes attending polling stations and casting blank or null votes reflects even deeper political sentiments than mere abstention.

Potential Solutions

Salazar proposes the introduction of more political parties, as the reputation of long-standing ones has been eroded over time, and they often fail to represent society comprehensively.

He also emphasizes the need for citizens to demand transparency and accountability from political groups and themselves.

Furthermore, easing rules to allow more independent proposals or non-party candidates might foster greater public engagement.

López Alvarado believes a key solution lies in encouraging the public to become familiar with candidates and local political life and in fostering political discussions in everyday settings.

Promoting politics as an exercise of the populace rather than just politicians in educational settings is also essential.
