For US readers, the news matters because Rio is a top travel destination and the ministry is preparing the city for large year-end gatherings. Our Rio de Janeiro city guide covers the city for travelers and residents.
What Brazil Announced
Padilha leads Brazil’s federal Ministry of Health, and on Saturday 31 October 2026 he announced a larger shipment of mpox vaccine to Rio de Janeiro. He said the aim is to control current cases and prepare the city for large year-end gatherings.
The minister stressed that the vaccine stays aimed at the groups already recommended. There is no wider eligibility and no mass campaign, only extra doses where the curve is rising.
How Fast Mpox Cases Are Rising in Rio
The city’s epidemiology observatory counted 45 mpox cases in September and 29 in October 2026, a total of 74. In the same two months of 2025 the city counted only 10, so this year’s figure is more than seven times higher.
Brazil as a whole has 665 cases so far in 2026, according to the minister. The rise in Rio is therefore a local flare-up inside a much smaller national total.

Why the Minister Rejects the Word Outbreak
In a social media post that day, Padilha compared the 2026 situation with 2022, when Brazil’s mpox outbreak reached almost 11,000 infected people. He called the current picture very different from that outbreak.
He added that the ministry keeps active surveillance together with states and cities. In his words, the public health system, known as the SUS, is ready to diagnose, treat and monitor cases.
Who Can Get the Mpox Vaccine
The mpox vaccine is not part of Brazil’s routine immunization calendar, the National Immunization Program. The Ministry of Health says the mpox vaccine is meant for groups at higher risk of severe illness, depending on supply.
Those groups are laboratory workers who handle related viruses and people with HIV, the virus that weakens the immune system, whose immunity is already weak. People with direct medium- or high-risk contact with a suspected or confirmed case can also be vaccinated after a health assessment.
What Mpox Is and How It Spreads
Mpox is a viral disease that starts with fever, body aches and a general feeling of illness. Skin lesions follow and can turn into blisters.
The virus spreads mainly through direct contact with lesions, body fluids and contaminated objects. The Ministry of Health says most cases are mild to moderate, most people improve within two to four weeks, and no specific drug is approved.
What It Means for You
The ministry says mpox spreads mainly through close contact, and the minister puts Brazil’s national count at 665 cases in 2026. Anyone with skin lesions plus fever or swollen glands, or with close contact with a case, should go to a health unit.
Under the ministry’s rules, the vaccine goes only to the risk groups above, so ordinary tourists are not on the list. Travelers living with HIV who plan to visit Rio can ask their own doctor about the vaccine before the trip.
What Is Not Known
The ministry has not said how many extra doses are going to Rio or when they will arrive. It is also unknown whether the rise will continue into November and December.
The ministry’s statement does not explain the jump in Rio. No decision to widen who can be vaccinated has been announced.
