Moro to Start FBI-inspired National Academy to Train Civil and State Police Officers

RIO DE JANEIRO, BRAZIL – The National Secretariat of Public Safety (SENASP), of the Ministry of Justice, plans to train civil and state police officers to operate under the same investigative standard as the Federal Police.

To this end, it plans to establish a National Police Academy later this year to offer courses and training. In the next three months, at least four training courses on the use of police intelligence in the fight against corruption and organized and violent crime will be provided – three of which within the Academy’s scope.

According to the national secretary of public safety, General Guilherme Theophilo, the project will follow a training model uded by FBI, the US federal police.

In the coming year, the goal is to open courses for professionals sent by neighboring countries.

Although the National Police Academy project is scheduled to be launched only on September 24th, the first course in the program started on Monday, September 9th.

The strategic planning course, given by the War College (ESG), was offered to one civil and one state police officer from each state, in Brasília. Each state will also be able to send two representatives to the Superior Intelligence Course, with the Brazilian Intelligence Agency (ABIN), according to SENASP, with no date yet set to begin.

Strengthening of the Judicial Police

The SENASP also has an ongoing Project to Strengthen the Judicial Police (PFPJ), focused primarily on the training of the civil police in the states. The course is focused on the establishment of an anti-corruption police precinct in each state – a guideline established by Minister Sérgio Moro as a condition for transfers from the national public safety fund.

The course includes detectives responsible for major cases, such as the mensalão, (a vote-buying scandal that touched some of the country’s most senior politicians), to discuss investigation techniques.

Among the guest speakers are Paulo Lacerda, former director-general of the Federal Police and former director of ABIN; Getúlio Bezerra, former chief inspector of the Federal Police specialized in the repression of drug trafficking, operational planning, money laundering, and organized crime; and Jorge Pontes, former delegate of the Federal Police who coordinated Interpol in Brazil.

Luis Flavio Zampronha, a State Police detective in charge of investigating both the “mensalão” and Operation Spoofing; Maurício Moscardi, a Federal Police chief who was involved in Operation Lava Jato; Isalino Giacomet, a specialist in the investigation of economic crimes; and Cleyber Malta, responsible for investigating the ports inquiries, which led to the arrest of former President Michel Temer, will also be providing training during the courses.

The PFPJ has been in four regions in Brazil since May this year. The course has already been given to police officers in Recife (PE), Belém (PA), Vitória (ES), and Goiânia (GO).

Next week, the training for policemen from the South region will take place in Curitiba. Minister Sérgio Moro and secretary Guilherme Theophillo should attend the first day of training on Monday, September 16th.
