The Lesotho security chair is settled: leaders of the Southern African Development Community elected Prime Minister Sam Matekane on Wednesday 21 October 2026. The vote ended a standoff with Angola that had delayed the appointment since August, after Angola withdrew its candidature, Zimbabwe’s Herald reported.
For US readers, the post matters because the body steers regional answers to conflict in Congo, Madagascar and Mozambique. It also marks a sharp turn for a country that spent more than a decade on the bloc’s watch list.
What the Leaders Decided on 21 October
The SADC Extraordinary Summit met by video link on 21 October under South African President Cyril Ramaphosa, who chairs the bloc. It named Matekane incoming chairperson of the Organ on Politics, Defence and Security Cooperation, the SADC statement said.
His election completes the three-member Organ Troika, the leadership team that runs the body. The other two seats are held by King Mswati III of Eswatini as current chair and Malawi’s President Arthur Peter Mutharika as outgoing chair.
How the Standoff With Angola Ended
Lesotho declared its interest in March 2026, and Angola lodged a competing bid in June, the Lesotho Times reported. The two could not agree at the Durban summit in August, so leaders deferred the decision for further consultations.
Foreign Minister Limpho Tau, who pressed Lesotho’s case, said he negotiated with his Angolan counterpart, Minister Téte António, and Angola then withdrew its candidature. He argued that such seats are allocated by rotation and equal treatment of members, not won in a contest between countries.
From Watch List to Security Leadership
Lesotho came under the Organ’s agenda in 2014, after an attempted military coup forced then Prime Minister Thomas Thabane to flee to South Africa. Killings of two army commanders, Maaparankoe Mahao in 2015 and Khoantle Motšomotšo in 2017, deepened the crisis.
SADC removed Lesotho from the agenda at its 45th summit in Antananarivo, Madagascar, in August 2025. Parliament had passed the Tenth Amendment to the Constitution only days earlier, part of the reforms SADC had recommended.
What the Chair Involves and When Lesotho Takes Over
The Lesotho security chair will take office by rotation in 2027/28 and serve as outgoing chair in 2028/29, the Lesotho Times reported. The Organ provides political direction on mediation, conflict resolution and security cooperation across the bloc’s 16 members.
Tau said all troika meetings will be held in Lesotho during the Lesotho security chair term, which he expects to help the hospitality sector. The government will decide later whether to seek the full SADC chairmanship.
The Crises Waiting on the Desk
Ramaphosa pointed to humanitarian suffering in eastern Democratic Republic of Congo and urged inclusive dialogue and institutional reform in Madagascar. Madagascar has been under military rule since October 2025, when Colonel Michael Randrianirina took power after President Andry Rajoelina was ousted.
Ramaphosa also noted efforts in Mozambique against the insurgency in Cabo Delgado province. Lesotho sent troops to Nangade district there in 2021 under the SADC mission, and three Basotho soldiers died before the mission wound down in 2024.
What It Means for US Readers
The Lesotho security chair gives a small neighbour of South Africa a voice in talks on Congo, Madagascar and Mozambique. US diplomats and investors with interests there will deal with Maseru, the capital, as a future co-leader of the body.
The vote signals calm for firms exposed to Lesotho, whose garment exports to the US feature in our guide to doing business in Lesotho. Our latest trade story reports that Lesotho wool exports to China have resumed.

What Is Not Known
SADC has not published a work plan for the Organ’s next term or said which dispute Matekane will take up first. The date of the formal handover has not been announced.
The government has not said whether it will seek the full SADC chairmanship after its troika term. The Lesotho security chair arrives with reforms unfinished, and the Lesotho Times noted that gun violence persists in parts of the country.
