  • What happened Finance Minister Cassiel Ato Forson is scheduled to present the 2027 Budget on Thursday 12 November 2026.

  • Still open The budget’s size, deficit target and the content of the New Economy plan are not yet public.

In Plain English

A primary surplus is government revenue minus spending before interest payments, shown as a share of gross domestic product (GDP). Ghana’s amended Public Financial Management Act requires a primary surplus of at least 1.5% of GDP each year and a public debt ceiling of 45% of GDP by 2034.

The New Economy is the government’s name for its next phase of policy after stabilisation, and its full text is unpublished. The Bank of Ghana is the central bank, and its Monetary Policy Committee sets the policy rate.

Ghana’s Finance Minister, Cassiel Ato Forson, is scheduled to present the 2027 Budget to Parliament on Thursday 12 November 2026, Deputy Finance Minister Thomas Nyarko Ampem announced on Thursday 29 October 2026. The date matters to US investors because the budget is where the government is due to unveil its New Economy plan, which President John Dramani Mahama has linked to US$10 billion of investment in key sectors.

Parliament’s next meeting opens on Tuesday 3 November 2026, nine days before the presentation. The Finance Ministry’s mid-year review of Thursday 23 July 2026 supplies the yardsticks for judging the new numbers, including a primary surplus target of 1.5% of GDP for this year.

What Was Announced

Nyarko Ampem spoke in Accra on Thursday 29 October 2026 at the first launch of Ghana in Numbers 2025, a report of the Ghana Statistical Service, the national statistics office. He said the budget would put jobs, productivity and higher incomes first, telling the audience that “Jobs and prosperity must be the destination.”

He cited growth of 6% in 2025 and 6.2% in the first half of 2026, and inflation that fell from 23.8% in December 2024 to 5.2% in September 2026. He also said Ghana must “move from exporting raw materials to exporting value”.

On 12 October 2026 the Finance Ministry said Forson was expected to unveil the New Economy, the government’s blueprint for Ghana’s next phase of development, in the 2027 Budget. On 2 September 2026 it said Mahama had announced that the programme will involve a US$10 billion investment in key sectors, with full details to be presented in the budget in November.

The Numbers Behind the Budget

The Bank of Ghana’s Monetary Policy Committee voted unanimously at its 132nd meeting, on 23 and 24 September 2026, to keep its policy rate at 14.0%. Its decision papers put inflation at 5.0% in August 2026, up from 4.6% in July, and real GDP growth at 6.0% in the second quarter.

The same papers show a trade surplus of US$8.9 billion in the first eight months of 2026, with gold exports up 32.9%, crude oil exports up 32.8% and cocoa bean exports up 20.1% from a year earlier. They also flag risks from oil prices projected near US$100 a barrel, from Middle East tensions and from a possible El Niño weather event.

The Finance Ministry’s mid-year review put public debt at 45.0% of GDP at the end of June 2026, down from 61.8% at the end of 2024. It reported a primary surplus of 0.9% of GDP on a commitment basis by the end of June against a year-end target of 1.5%, and real growth of 6.4% in the first quarter.

The Bank of Ghana’s weighted median interbank rate on Thursday 29 October 2026 was GH¢11.6515 per US$1. The Finance Ministry says it fully settled a US$700 million Eurobond payment ahead of schedule on Thursday 2 July 2026, made up of US$525.2 million of principal and US$174.8 million of interest.

Why It Matters

US goods trade with Ghana was about US$2.5 billion in 2025, with US exports of US$1.28 billion and imports of US$1.22 billion, according to the US Census Bureau. The wider relationship, including tariffs and visas, is set out in the guide to Ghana and the United States.

Ghana’s debt recovery, described in an earlier report on the IMF’s final payment, puts the 2027 borrowing plan and debt-service figures at the centre of investor attention. The government has also tied its next phase to value addition, a policy the earlier report on the plan to end raw ore exports describes.

What It Means for You

US investors in Ghana’s government bonds, or in companies with Ghanaian gold, oil or cocoa exposure, should watch four items on 12 November: the deficit target, the primary surplus target, the debt path and any new taxes. The fiscal rule already requires a primary surplus of at least 1.5% of GDP, so a lower target would test that rule.

US exporters and importers can read the budget for customs, tax and local-content signals (see Ghana news and analysis). US companies selling to Ghana should look for changes to import duties and levies once the budget text is published.

What Is Not Known

The size of the 2027 budget, its deficit and primary surplus targets, its growth and inflation assumptions and any tax measures are not public before 12 November. The text of the New Economy plan has not been published, and it is not stated how much of the US$10 billion would come from the state, private investors or lenders.

The Finance Ministry’s news page carried no notice of the 12 November date on Friday 30 October 2026, so the date rests on the deputy minister’s remarks of 29 October. Parliament’s website confirms only that its next meeting opens on Tuesday 3 November 2026.
