Colombia’s presidential handover has broken down. President-elect Abelardo de la Espriella has declared the transition with Gustavo Petro’s government over, and will instead audit the state’s books through the comptroller — a rupture that sets a combative tone for the August 7 handover.

The rupture

Speaking at a regional event in Cúcuta, the president-elect said the handover was finished, telling supporters he could not allow it to continue with a government that does not recognise his win. He added that he will obtain the information he needs by other means once in office.

The break followed an order days earlier to suspend the process, which had already drawn sharp reactions in Bogotá. The formal transition had only installed its sectoral commissions on July 7.

The workaround

Rather than return to the table, the incoming team has turned to the comptroller general’s office, installing working tables to run a month of fiscal diagnostics. The comptroller has stressed that its work is a preliminary technical input, not a finding or a judgement.

The president-elect is also running regional handovers with governors and mayors across the departments. Together they amount to an attempt to map the state without the outgoing government’s cooperation.

A cabinet of ten

The incoming government has kept naming ministers through the dispute, with six more announced and the cabinet now at ten. They join the earlier picks at interior, finance and environment.

The defence designate has also filed a formal information request with the outgoing ministry, running to hundreds of questions. It is another sign that the incoming team intends to obtain the data one way or another.

The tax reform still coming

Through all of it, the outgoing government still intends to file a tax reform in Congress on July 20. The incoming team had asked it not to, arguing fiscal design belongs to the next administration.

For foreign residents, who are taxed on worldwide income once they are tax residents, that bill is the live item. Nothing is law yet, and any measure must still pass a divided Congress.

What it means for foreigners

No visa, tax or residency rule changes because a handover has broken down, and the outgoing government stays in charge until August 7. Day-to-day life, appointments and applications continue as normal.

The risk is a messier fiscal transition, with the incoming government taking office without an agreed picture of the accounts. Watch the July 20 filing and the first budget rather than the political theatre.
