Colombia electricity deficit: Firm-Energy Balance Turns Negative

Colombia’s grid operator XM has reported that the system’s firm-energy balance – the measure of guaranteed supply to meet demand during critical periods – has already slipped into negative territory. The balance stood at -2.3% in 2026 and is projected to deteriorate to -4.4% in 2027, -3.2% in 2028, -5.2% in 2029, and -6.8% in 2030.

The figures mean Colombia would lack sufficient reliable generation to cover peak demand, especially during dry seasons when hydroelectric output falls. The country relies on hydropower for roughly 70% of its electricity, leaving it highly exposed to weather shocks such as the El Niño phenomenon.

Project Delays Deepen the Gap

One of the core drivers of the looming Colombia electricity deficit is the slow pace of new generation coming online. According to data cited by XM and sector guild Acolgen, only 0.6% of expected new generation capacity had entered the grid in 2026. Separate reporting indicates Colombia has connected only about 15% to 25% of the power capacity it projected annually in recent years.

Industry association SER Colombia, which represents renewable-energy and conventional generators, has warned that without faster execution of renewable projects the country could enter a structural deficit as early as 2027 and definitely by 2028. The warning reflects deep frustration with permitting bottlenecks, community consultations, and grid-connection delays that have plagued wind and solar farms, particularly in the northern La Guajira region.

How Big Could the Shortfall Be?

The Investment Gap: Billions Needed

Avoiding a structural Colombia electricity deficit will require a significant injection of capital. The clearest figure from sector analysis is that Colombia needs roughly US$5 billion in renewable-energy investment and at least 6 gigawatts (GW) of additional wholesale-market capacity before 2027.

That target looks increasingly distant. Colombia has reached about 4.2 GW in installed renewable capacity, but the pace of new additions has fallen far short of what is needed to replace retiring thermal plants and meet growing demand. A broader estimate cited in some reports puts the total financing gap for the power system at no less than US$40 billion over the next decade, covering generation, transmission, and distribution upgrades.
