Key Facts

Total Approved BNDES approved R$20 billion (~US$3.9 billion) on July 29, 2026, representing about 95% of the program’s roughly R$21 billion (~US$4.1 billion) budget.

Eligible Vehicles Financing covers new, nationally manufactured trucks, tractor-trucks, buses, minibuses, and road implements. Semi-new trucks are allowed only for autonomous drivers and cooperative members.

Interest Rate The credit line offers subsidized and facilitated credit terms. Specific rate figures reported by some outlets are not officially confirmed by the bank.

Application Deadline New financing proposals must be submitted by August 28, 2026.

Beneficiary Breakdown Of the roughly R$20 billion, about R$19.1 billion (~US$3.75 billion) went to fleet-owning companies across about 17,200 operations, and about R$900 million (~US$176 million) to autonomous truckers across about 2,100 operations.

Brazil’s national development bank has committed nearly R$20 billion (~US$3.9 billion) to the BNDES fleet renewal initiative, a massive credit line designed to replace tens of thousands of ageing trucks and buses with modern, less-polluting models. The program, which some outlets refer to as “Move Brasil 2,” had a total budget of roughly R$21 billion (~US$4.1 billion) and will stop accepting new proposals on August 28, 2026.

How the BNDES Fleet Renewal Credit Line Works

The BNDES fleet-renewal credit line finances the purchase of new heavy vehicles and road implements. It also incorporates a specific sub-program called the BNDES Fleet Renewal Program (Programa BNDES Renovação de Frota), structured with R$6 billion (~US$1.18 billion) in federal funds authorized by Provisional Measure No. 1,328/2025, plus an additional R$4 billion (~US$784 million) from BNDES itself.

Financing limits reach up to R$50 million (~US$9.8 million) per client. Standard repayment terms extend to 60 months with a grace period of up to 6 months. However, autonomous truck drivers receive special treatment, with payment terms of up to 10 years (120 installments) and a 12-month grace period.

The program requires a direct environmental trade-off. To access the best conditions, owners must hand over an old vehicle for dismantling. The Fleet Renewal Program specifically targets trucks with more than 20 years of use for scrapping.

Who Qualifies for the Financing

The program casts a wide net across the transport sector. Eligible beneficiaries include autonomous cargo carriers, individuals associated with cooperatives, individual entrepreneurs, and legal entities operating in road or urban cargo and passenger transport.

The rules on vehicle eligibility are strict. New trucks and tractor-trucks must be nationally manufactured and accredited in the BNDES’s Credentialed Financial Institutions (CFI) system. Semi-new trucks and tractor-trucks are permitted only for autonomous transporters and cooperative members. The program also finances buses, minibuses, and road implements in its expanded phase, broadening the impact beyond cargo to urban passenger transit.

The Industrial Angle: A Boost for Local Manufacturing

The ‘national manufacturing’ requirement explicitly channels credit toward factories installed in Brazil. While BNDES did not publish an official list of beneficiary companies, the rule directly favors major manufacturers with local production lines, which media reports suggest include Mercedes-Benz, Volkswagen Caminhões e Ônibus, Scania, Volvo, and bus bodybuilder Marcopolo.

For foreign investors, this policy signals sustained demand for heavy-vehicle components and assembly operations located within Brazil. The government designed the credit expansion to sustain industrial activity after the first phase of the program was rapidly exhausted. By tying cheap credit to domestic production, the state creates a captive demand cycle for locally made capital goods.

Why the Fleet Needs Renewal

Brazil’s heavy-vehicle fleet suffers from advanced age, which increases logistics costs, fuel consumption, and accident risks. The program specifically targets the replacement of vehicles older than 20 years. These legacy trucks and buses operate with obsolete diesel technology, emitting significantly higher levels of pollutants than modern models.

The government’s stated goals include reducing environmental impact, improving road safety, and lowering Brazil’s structural logistics costs. By scrapping old vehicles, the program aims to modernize the commercial transport backbone of Latin America‘s largest economy. The credit line also covers road implements, allowing for a complete overhaul of the transport equipment chain.

Timeline and Execution

The window for action is narrow. BNDES set a deadline of August 28, 2026, for submitting new operations. The rapid exhaustion of the previous phase prompted the government to double the credit volume and improve conditions in April 2026.

The nearly full commitment of the roughly R$21 billion envelope suggests strong latent demand from transport companies and autonomous drivers. For foreign investors in logistics, auto parts, or commercial vehicle manufacturing, the program represents a short-term fiscal impulse that will refresh a significant portion of the circulating fleet over the next year.

What It Means for Foreign Investors

The BNDES fleet renewal program is a direct intervention in Brazil’s capital goods market. It lowers the acquisition cost for transport operators, potentially boosting freight capacity and efficiency. Investors in Brazilian logistics operators or road infrastructure concessions may see improved fleet productivity and lower maintenance downtime among contracted carriers.

The program also reinforces Brazil’s industrial policy of using state banks to drive environmental upgrades. Foreign manufacturers without local production, however, are effectively locked out of the financing benefits. The policy rewards companies that have invested in Brazilian factories, creating a protective moat around local assembly operations during the renewal cycle.

What is the interest rate for the BNDES fleet renewal program?

The credit line offers subsidized and facilitated credit terms. The specific BNDES Fleet Renewal Program calculates the final rate as the sum of the Financial Cost, the BNDES Rate, and the Financial Agent Rate. Autonomous truck drivers receive more favorable conditions, including longer payment terms of up to 10 years.

Can foreigners or foreign companies apply for this BNDES credit?

The program is open to legal entities in Brazil’s road transport sector. A foreign-owned company with a locally registered Brazilian subsidiary operating in cargo or passenger transport could potentially qualify, provided it meets all eligibility rules. However, the purchased vehicles must be nationally manufactured and accredited in the BNDES system.

What happens to the old trucks under this renewal program?

To access special financing conditions, owners must deliver their old vehicle for dismantling. The BNDES Fleet Renewal Program specifically targets trucks with more than 20 years of use. This scrapping requirement ensures the oldest, most polluting vehicles are permanently removed from circulation rather than resold into the secondary market.
