The Primeiro Comando da Capital (PCC), Brazil’s largest criminal faction, has evolved from violent street attacks into a sophisticated network that executes former high-ranking officials, infiltrates fintechs and fuel markets, plots assassinations of prosecutors, and fortifies urban strongholds.

Understanding this transformation is critical because the PCC now threatens public safety, democratic institutions, and the economy across multiple fronts.

1. Execution of a Former Police Chief

On September 15, ex–São Paulo Civil Police chief Ruy Ferraz Fontes—renowned for indicting PCC leaders in 2006 and surviving earlier assassination plots—was ambushed and killed in Praia Grande.

At least 69 shots pierced his vehicle, which was rammed by a bus, then crash-ransacked by gunmen wielding rifles. Fontes had tracked the faction for decades, making him a top enemy.

This brazen execution signals the PCC’s willingness to eliminate high-profile opponents without fear of swift reprisal, undermining faith in state protection.

2. Infiltration of Fintechs and the Financial Market

In late August, Operation Carbono Oculto exposed the PCC’s control of fuel companies and fintechs on Avenida Faria Lima, Brazil’s Wall Street.

The scheme moved an estimated R$ 52 billion ($9.8 billion) via over 1,200 gas stations between 2020–2024, evading taxes and laundering profits through at least 40 investment funds.

Auditors calculate R$ 8.6 billion ($1.6 billion) in lost public revenue and attribute a R$ 30 billion ($5.7 billion) asset portfolio to the faction. By exploiting regulatory gaps in emerging financial platforms, the PCC now wields economic power rivaling some legitimate corporations.

3. Plots to Kill Prosecutors and Police Commanders

Authorities uncovered a conspiracy to assassinate Gaeco prosecutor Amauri Silveira Filho and a military police commander.

Businesspeople and PCC leaders orchestrated the plan, allegedly under orders of Sérgio “Mijão” de Freitas Filho, who now hides in Bolivia on a false identity.

This marks at least two recent plots against members of Brazil’s special organized-crime task forces, demonstrating that the PCC no longer confines violence to turf wars but openly targets the justice system itself.

4. A “Bunker” in the Heart of São Paulo

Investigations revealed the Favela do Moinho as the PCC’s urban stronghold in downtown São Paulo.

With a single fortified entrance and concrete barriers, the community served as a logistics hub for drugs and arms destined for the Cracolândia area, and even housed “crime courts” to enforce internal discipline.

The faction installed radio interceptors to monitor police communications, built hidden caches of contraband, and organized extortion rackets against residents, showing how deeply the PCC embeds itself into city fabric.
