Across Mexico, businesses routinely demand your entire tax file before billing you. But the law says four small details are all they can ask for.

To issue a SAT invoice, a client legally needs only your RFC, name, postal code and tax regime. Under Mexican tax law, the full Constancia de Situación Fiscal is not required, and demanding it can be fined.

What a SAT Invoice Actually Requires

In Mexico, every formal payment should come with a CFDI, the electronic invoice known as a factura. Freelancers, landlords and remote workers deal with them almost every time money changes hands.

To generate that invoice, the person billing you needs a short, specific set of data. In practice it is far less information than many clients routinely ask you to send.

The required fields are your RFC, your name or business name, your postal code and your tax regime. Nothing more than that is legally needed to produce a valid factura.

The Data You Must Share

Your RFC is your taxpayer ID, the backbone of any invoice. Without it, the system simply cannot link the factura to you.

Your postal code and tax regime tell SAT where you are registered and how you are taxed. Both come straight from your own registration and rarely change from one client to the next.

Your name or razón social completes the set. These four items together are all a client needs to bill you correctly.

Why the Constancia de Situación Fiscal Is Not Required

The Constancia de Situación Fiscal is a full snapshot of your tax file. It lists your address, regime, obligations and status in one document.

Many businesses have grown used to demanding it before issuing an invoice. SAT has now made clear that this practice has no legal basis.

Everything a valid invoice needs already sits inside SAT’s systems. The recipient’s data is verified there at the moment of issuance.

What SAT Actually Said

SAT set out its position in an official statement early in 2026. It confirmed that the Constancia should not be required to invoice.

The data on an invoice, the agency stressed, is checked against its own registries. Asking for the full document adds nothing but friction.

The message was aimed at businesses, but it protects the people they bill. That includes freelancers, contractors and tenants across the country.

The Penalty for Demanding It

Refusing to invoice unless you hand over the Constancia is not just rude. Under the Código Fiscal de la Federación, it is an infraction.

The tax code defines the conduct as a breach in its Article 83. The matching fine sits in Article 84 of the same code.

Those fines run from MXN 21,420 to MXN 122,440 per case, and a repeat offence can close the business for three to 15 days. That is roughly US$1,255 to US$7,176 at current exchange rates.

Who This Protects

For a freelancer or contractor, your tax file is deeply sensitive. It reveals your home address, your income bracket and your full fiscal history.

Handing the whole Constancia to every client and landlord spreads that data widely. The new clarity from SAT means you no longer have to do so.

Remote workers billing Mexican companies stand to gain the most. They can share a handful of fields and keep the rest of their file entirely private.

How to Push Back Politely

If a client asks for your Constancia, you can decline with confidence. Offer the required fields instead and cite SAT’s guidance.

Most requests come from habit rather than bad faith. A short, factual reply often settles the matter without conflict.

Keep your core data points ready to send in a note. It turns an awkward exchange into a quick, routine reply.

How to Report an Abuse

If a business still refuses to invoice you, SAT wants to hear about it. The agency has opened channels for exactly this complaint.

You can report through MarcaSAT, the tax authority’s phone line, or its online denuncia portal. Keep records of the refusal to support your case.

A complaint is not only about your own invoice. It flags a pattern that SAT can act on across the market.

What It Means for Your Privacy

Data privacy is a growing concern for anyone working across borders. Your fiscal profile is among the most revealing documents you hold.

Limiting what leaves your hands is a simple, effective safeguard. Sharing a handful of fields instead of a full file is a real gain.

The rule aligns everyday billing with basic data hygiene. Less exposure now means far less risk later if a client’s records are ever breached.

A Quick Checklist Before You Bill

Before your next job, save your four billing details somewhere easy to reach. A note on your phone or a pinned message to yourself works well.

Confirm that your tax regime matches your current activity in SAT’s portal. An out-of-date regime is a common reason an otherwise valid invoice fails.

Then treat any request for more as optional rather than mandatory. You alone decide whether the full Constancia ever leaves your hands.

The Bottom Line for Freelancers

The takeaway is short and practical. To be invoiced, share only your RFC, name, postal code and tax regime.

You are not obliged to surrender your Constancia de Situación Fiscal. A client who insists is on the wrong side of the tax code.
