Bolivia has already spent 14,000 million bolivianos—about $2.0 billion—on fuel subsidies so far in 2025, burning through 92.3 percent of the year’s budget for keeping gasoline and diesel prices fixed.

For drivers, nothing seems unusual: pump prices hold steady at roughly 3.74 bolivianos per liter for regular gasoline and 3.72 for diesel. For the treasury, it’s a heavy lift.

Here is how the system works. The state buys fuel abroad in dollars and sells it at home at regulated prices, covering the gap with public money.

That gap has widened as Bolivia relies on imported diesel and a significant share of gasoline while dollar inflows—especially from natural-gas exports—have weakened.

The result has been occasional tightness at filling stations and growing concern over how to fund imports through year-end. The government’s bet is straightforward: keep prices frozen to protect household purchasing power and avoid an inflation spike.

To make that possible, it has tapped credit lines to secure supply, pushed for domestic substitutes like biodiesel and ethanol, and set higher “international” rates for foreign-plated vehicles and some non-priority buyers at the margins.

Business groups counter that the subsidy drains cash and distorts the market, urging a path toward freer imports and more flexible prices.
