South Korea Ends 15-Year Propaganda War Against North in Dramatic Policy Shift

South Korea officially terminated its military radio broadcasts targeting North Korea on September 1, 2025, marking the end of a 15-year psychological warfare campaign.

Deputy Defense Ministry Spokesperson Lee Kyung-ho announced the suspension of “Voice of Freedom” during a press briefing, stating the decision aimed to reduce military tensions between the two nations.

The radio program had transmitted anti-regime content, economic development news, and K-pop music into North Korea since May 2010. The broadcasts resumed after North Korea torpedoed the South Korean warship Cheonan, killing 46 sailors.

The incident triggered the longest continuous propaganda operation in modern Korean history. President Lee Jae Myung orchestrated this dramatic policy reversal within three months of taking office in June 2025.

His administration previously dismantled border loudspeaker systems in August and ended National Intelligence Service broadcasts in July. These moves represent the complete dismantling of South Korea’s psychological warfare infrastructure.

Lee’s approach contrasts sharply with his predecessor’s hardline stance. The new president explicitly pledged not to pursue “unification by absorption” and promised to avoid “hostile actions” against North Korea. This represents a fundamental shift from decades of confrontational policy.

North Korea has largely rejected these peace overtures. Kim Yo Jong, sister of leader Kim Jong Un, dismissed Lee as a “powerless dreamer” and declared South Korea cannot serve as a diplomatic partner.

Pyongyang continues viewing the South as a “hostile state” despite Seoul’s conciliatory gestures. The timing carries significant geopolitical implications.

Foreign radio broadcasts provided uncensored news about the outside world to a population living under strict information controls. This represents an 80 percent reduction in foreign programming reaching North Korea when combined with other recent broadcast cuts.

Business implications extend beyond the peninsula. Reduced tensions could eventually open new markets and investment opportunities.

However, North Korea’s continued nuclear development and military alliance with Russia complicate any near-term commercial prospects.

Lee’s peace initiative faces significant challenges ahead. North Korea’s rejection of dialogue, its deepening ties with China and Russia, and domestic political pressure in South Korea all threaten the sustainability of this conciliatory approach.
