Brazil’s Government Eliminates 27,500 Positions, Forbids New Hires at Universities

RIO DE JANEIRO, BRAZIL – The extinct posts include activities regarded as obsolete – for instance typist, telephone operator, and linotypist – but also modern ones – such as nurse, assistant nurse, sanitation technician – in addition to drivers of specific bodies, such as IBAMA.

The decree with the extinction of positions, published in a special edition of the Federal Gazette, also forbids the opening of public tenders and the filling of vacancies beyond what was provided for in edicts already underway in federal educational institutions.

These positions include surgical instrumentalist, assistant nurse, film and TV cameraman, reviewer of Braille texts, technician in music, anatomy, and audiovisuals, choreographer, director of scenic arts, journalist, advertiser, musician therapist, and sanitarian, among others.

According to the Ministry of Economy, the prohibition affects approximately 20,000 positions. The decree does not terminate the positions, but it bans new hires in addition to those already planned in ongoing tenders.

In a statement, the Ministry of Economy said it has analyzed some 500,000 positions to determine which “are no longer in line with the reality of the current federal labor force”.

“The aim is to avoid unnecessary hiring and waste of resources because these are obsolete positions and in functions that should no longer be replaced,” said Secretary of Personnel Management and Performance, Wagner Lenhart in the note.

Of the total number of positions that will be terminated, 14,227 are now vacant and will be eliminated immediately. Another 13,384 positions are filled and the termination will occur when the server retires.

“It is important to clarify that the server occupying a ‘disappearing’ position is not affected, nothing changes for that person”, explains Lenhart.

According to the portfolio, most of the assignments of posts being terminated can be exercised through outsourcing and decentralization to other bodies of the federation.

The greatest number of reductions will occur in the Ministry of Health, where 22,476 positions will be eliminated. There will be 10,661 public health agent positions. In addition, 5,212 positions of endemic officials will be eliminated.

The Ministry of Economy claims that this will have no impact because these are positions of operational character in the control of endemic and vacant positions in hospital units, which today are already the responsibility of state and local governments.
