Beyond boundaries: Brazil’s quest for a permanent seat on the UN Security Council

(Opinion) Brazil has been advocating for reforms in the United Nations Security Council (UNSC) to secure a permanent seat, alongside other major countries.

This pursuit for global recognition is not new for Brazil, as it previously sought permanent membership in the Council of the League of Nations in the early 20th century.

To drive reforms, Brazil, along with Japan, Germany, and India, formed the G4 political association in 2011.

The objective was to make the Security Council more representative of current geopolitical realities, increasing its international legitimacy.

The G4 representatives have regularly met on the sidelines of UN assemblies to discuss this agenda.

Brazilian foreign policy has focused on diplomatic and political initiatives to defend national interests and promote concertation with major regional powers.

The aim is to adapt the Security Council’s composition to the changes that have occurred in the international system since World War II.

While some permanent members, like Russia, acknowledge the need for reform, others do not share the same urgency.

Russia and China, within the BRICS alliance, support Brazil and India as strong candidates for permanent membership.

However, Moscow insists on a broad agreement among all UN member states and the preservation of the current permanent members’ veto rights.

Brazil’s Ministry of Foreign Affairs emphasizes the urgency of Security Council reform, as it hampers the participation of entire regional blocs, such as South America and Africa, in global decision-making.

The IBSA group, consisting of India, Brazil, and South Africa, has reaffirmed the need for broader representation to enhance the Council’s legitimacy and expressed reciprocal support for their candidacies as permanent members.

Brazil has a longstanding commitment to advocating for greater participation of countries in global decision-making, including in the Security Council.

Given Brazil’s territorial, population, and economic importance, it is well-positioned to contribute to shaping international relations in the 21st century.

However, achieving this goal necessitates initiating the complex process of reforming the UN Security Council, even in the midst of the current global crisis.
