São Paulo City Hall Introduces Augusta Park Project

RIO DE JANEIRO, BRAZIL – The park will cover 23,000 square meters and will include an area for dogs, a hammock area and a gym for the elderly. The project was introduced two months late and is expected to be delivered in June 2020.

The work on the park’s green area began in October this year and is in its preliminary stage. According to the project, most of the original trees on the land will be kept, some will be removed and others will be transplanted to other places in the park.

The project provides the construction of several social areas in the park, such as a hammock area for people to relax. In addition, an elevated deck, a dog area, a children’s playground, a Slackline area and a gym for the elderly will also be built.

According to the City Hall, one of the main concerns is to ensure the permeability of the soil. As such, paths will only be built when necessary, like most of the accessibility paths which will be built of dirt or rock.

According to the project, the park will feature three entrances for the public. Gate 1 will be the main access for pedestrians, it leads to the exhibition room, to the information section, and to the gym for the elderly.

Gate 2 will access to the green areas, the dog area, the slackline area, and the playground. Finally, Gate 3 will access to the restrooms (public and for employees), bleachers, raised deck and support facilities (changing rooms, pantry, warehouses and administration). Gates 4 and 5 are used by staff.

Negotiation

The land on which the Augusta Park will be built was donated by the construction companies Setin and Cyrela to the municipality. The deed was signed in April 2019.

The money will also be used for the maintenance of the park for two years. The municipal administration will receive R$88 million (US$22 million) that was paid by banks that handled embezzled money from public works during Paulo Maluf’s administration.

The Public Prosecutor~s Office had determined the money would be used to purchase the park or build daycare centers. As a result of the new agreement, the amount will be allocated to the Municipal Education Secretariat for the construction of daycare centers, CEUs (Unified Educational Centers) and EMEIs (Municipal Schools of Early Childhood Education).

In order for the donation to be carried out, the São Paulo City Hall and the construction companies signed an agreement. The terms of the negotiation provided for the transfer of the land by donation to the municipality in exchange for four statements of feasibility that could be transferred – that is, the companies could build in another area what was authorized in the Augusta Park.

In November last year, the courts extinguished the last class action that was hindering the agreement for the creation of the Augusta Park from being concluded.

The construction companies will spend R$9.85 million on works such as the refurbishment of the entrance and the former Des Oiseaux College building, inside the grounds, and the construction of Boulevard Gravataí – which connects the park to Roosevelt Square.
