President of the Brazilian Senate will vote on the “Gastança PEC” on Wednesday

The analysis of the “Gastança PEC” (spendthrift PEC) was put on the agenda by the president of the Brazilian Senate, Rodrigo Pacheco (PSD-MG), for Wednesday (07). The information was confirmed by the advisory of the parliamentarian.

The measure is pending deliberation by the Senate Constitution and Justice Commission (CCJ).

The president of the CCJ, Davi Alcolumbre (União Brasil-AP), should announce by this Monday (05) who will be the rapporteur for the ceiling-breaking PEC .

Initially, the most quoted name for the rapporteurship was Alcolumbre himself. Other senators, such as Alexandre Silveira (PSD-MG), are also mentioned.

The Lula da Silva PEC that will be used to make the Auxílio Brasil program viable, which should be renamed Bolsa Família, worth R$600, has a positive signal of support from parties that add up to 54 parliamentarians.

The number is higher than necessary for approval in the Senate, which requires at least 49 votes (corresponding to more than 3/5 of the total number of seats). In all, nine parties have already declared themselves in favour.

These parties, led by PT, PSD and PP, have 36 seats in the House. Two other parties with important benches in the Senate have also already shown support for the ceiling-breaking PEC: União Brasil, which has six senators, and the MDB, with 12.

The PL, President Jair Bolsonaro’s party, which has eight senators, should support the PEC.

The PSDB (with six senators) should also support the proposal, but demands changes in the text that reduce the amount of expenses outside the spending ceiling.

The PEC aims to remove the Auxílio Brasil from the calculation of the spending ceiling, a fiscal rule that limits the growth of public expenses.

The text of the proposal establishes that the resources destined to the social benefit will be outside the rule for 4 years.
