The “Todos Incluidos” Pivot

Municipal president Estefanía Mercado has drawn a clear line in the sand. She is steering Solidaridad away from the classic resort-centric model toward a philosophy called “Todos Incluidos” — Everyone Included.

The logic is straightforward. For years, the all-inclusive package kept tourist spending locked inside foreign-owned compounds, with little leakage into the neighbourhoods that house the workers who run them.

The new framework explicitly seeks collaboration between businesses, society, and government. It positions Playa del Carmen as having infrastructure not just for sun and beach, but for conventions, cultural tourism, and sports.

Why the City Wants You to Leave the All-Inclusive

The economic stakes are significant. When a tourist eats every meal, drinks every cocktail, and books every excursion through a resort, the multiplier effect on the surrounding community is severely limited.

By encouraging visitors to walk out the front gate, the municipality aims to strengthen the local economy with direct business participation. Campaigns like “Enamórate de Playa” are aligned with this vision of turning a closed-loop product into a community-wide experience.

The destination is increasingly marketed as a “conscious” city, stressing sustainability, cultural authenticity, and community-led experiences over volume tourism alone. This is not a rejection of the resort industry, but a renegotiation of its relationship with the city around it.

What You Find When You Leave the All-Inclusive

The city is remarkably walkable, a fact that makes the strategy viable. Most desired activities — restaurants, shops, beach access, the Cozumel ferry, and nightlife — are reachable on foot from central accommodations.

Fifth Avenue, or Quinta Avenida, runs for four kilometres as a pedestrian corridor of shops, bars, and street performers. At Parque Fundadores, visitors can watch the Danza de los Voladores, a ritual performance, without spending a peso.

For food, local guides point to the grid between Juarez Avenue and 12th Street, from 10th to 30th Avenue. Small taquerías and fondas there serve Yucatán classics like cochinita pibil, salbutes, and panuchos at a fraction of resort prices.

The Gastronomy and Culture Play

Wellness routes now incorporate meditation areas on public beaches and services from more than 25 health and wellness companies. Conscious tourism offerings include community-led experiences, eco-lodging, and sustainability-focused retreats.

What This Means for Investors and the Local Market
