Petrobras’ Reversal: Lula’s Plan to Centralize Brazil’s Oil Industry

Petrobras is steering a strategic course to reclaim the Mataripe refinery in Bahia, divested in 2021 to Acelen, a unit of Mubadala Capital.

This initiative mirrors President Luiz Inácio Lula da Silva’s commitment to centralize Brazil’s fuel industry management.

During prior regimes, Brazil saw pivotal assets such as BR Distribuidora and Eletrobras privatized. Lula has pushed for reversing these decisions, focusing on national control.

The reacquisition of Mataripe serves as a cornerstone in this re-statization push, with negotiations spearheaded by former Petrobras chief Jean Paul Prates during a February trip to the UAE.

On March 15, Petrobras entered discussions with Mubadala to potentially buy back its stake and collaborate on a $3 billion integrated bio-refinery project in São Francisco do Conde (BA).

Planned for operation by 2025, the project aims to convert macaúba palm seeds into aviation and diesel fuels.

In July, progress was marked by renegotiating a refinery divestment agreement with Brazil’s Administrative Council for Economic Defense.

The renegotiation effectively paused the forced sale of eight refineries set for 2019.

Additionally, in November 2023, Petrobras canceled the sale of the Lubnor refinery in Ceará, previously sold for $34 million.

A New Era for Petrobras

Magda Chambriard’s appointment as CEO in May further accelerated the reclamation of strategic assets, including refineries and national shipbuilding contracts.

Historically, Lula’s earlier terms and Dilma Rousseff’s presidency saw Petrobras grappling with political influences and severe debt. This resulted in a record R$71 billion loss from 2014 to 2017.

Projects like the Abreu and Lima refineries and the Rio Petrochemical Complex exceeded budgets and timelines.

These issues highlighted inefficiencies and corruption that were investigated during Operation Car Wash.

The company’s pivot from divestment to reinvestment in domestic capabilities marks a dramatic shift. This change aims to correct previous oversights and focus on sustainable development.

This move not only impacts Petrobras’ operational direction but also signals a broader political shift in Brazil’s approach to national resource management.
