Outgoing President Abdo Benítez says his government’s goal was to consolidate democracy in Paraguay

Paraguayan President Mario Abdo Benítez stated that his administration’s primary objective was to consolidate democracy in the country, which was established in 1989 following the dictatorship of Alfredo Stroessner.

In his report to the newly inaugurated Congress, Abdo Benítez highlighted the progress made and challenges faced during his five-year term, which he described as the most difficult since historical conflicts.

Addressing the deputies and senators virtually, Abdo Benítez emphasized the successful year in consolidating democracy as the administration’s main goal.

The president’s message was attended in person by the president of the Congress, Senator Silvio Ovelar, and the head of the Chamber of Deputies, Raúl Latorre.

Abdo Benítez, whose father served as Stroessner’s private secretary, expressed his dedication to strengthening institutions and claimed that the facts prove their transparent commitment to the rule of law.

He stated that discussions about the government’s achievements and pending matters are legitimate but denied any concentration of power, institutional breakdown, or interference in the justice system.

In a farewell tone, the president emphasized the challenge of creating mechanisms to foster agreements during times of crisis and tensions, countering tendencies toward rupture.

Abdo Benítez faced an impeachment attempt in 2021 due to protests related to pandemic management and the public health system’s deficiencies, but it failed in Congress.

The president called for former presidents to contribute to the task of tempering extreme polarization and promoting understanding and dialogue among political and social actors.

He believed that instituting a space for this purpose is the next challenge for Paraguayan democracy, without the need for constitutional reform.

Abdo Benítez assured a smooth transition of power after the upcoming elections and emphasized the importance of former presidents respecting the rule of law and national interests.

He mentioned Paraguay’s positive economic growth and the country’s success in the fight against money laundering, preventing its inclusion in the “gray list” of non-cooperative countries.

The president also highlighted infrastructure projects, such as the “Bioceanic Route,” the construction of housing for low-income families, road asphalting, and the development of new hospitals.

President Abdo Benítez delivered his speech from the Lopez Palace, accompanied by the First Lady, Silvana Lopez Moreira, and his ministers.
