Key Facts

  • —What is happening The family of Richard Halliday, a US soldier missing from Fort Bliss, Texas since July 2020, accused Chihuahua’s governor in a complaint to Mexico’s federal prosecutors. President Claudia Sheinbaum said on Thursday, 22 October that those prosecutors will assess it.
  • —Why it matters The complaint feeds Mexico’s treason case over US agents in Chihuahua, which has strained security ties with Washington, and it puts a missing American service member into that dispute.
  • —The numbers Robert Halliday emailed the complaint on 27 May 2026. Chihuahua’s file on his son, number 37-2020-0031343, was opened on 2 October 2020 and closed on 11 April 2023.
  • —Who is who Maru Campos governs Chihuahua for the conservative National Action Party (PAN). Robert Halliday is the soldier’s father and a retired US Army lieutenant colonel; the FGR is Mexico’s federal prosecutor’s office.
  • —What to watch Whether federal prosecutors open a case on the complaint, whether the family hands over the evidence it promises, and whether Campos answers the allegations, which no report reviewed shows she has done.
  • —Power Index Mexico ranks 2nd of 14 in The Rio Times Latin America Power Index, with 71.4 points (October 2026 edition).
  • —What it means for you For US readers, a Fort Bliss soldier’s case now sits inside a Mexican treason inquiry, which can shape US-Mexico security cooperation; the allegations are unproven and travel advice is unchanged.

The family’s allegations are unproven, and state prosecutors call a reported link to the April 2026 operation false. Mexico has not said whether it has opened a case.

A Halliday complaint accusing Chihuahua Governor Maru Campos of lying about US agents is now with Mexico’s federal prosecutors. Richard Halliday was a US Army soldier at Fort Bliss, Texas, who vanished on 23 July 2020.

President Claudia Sheinbaum said on Thursday, 22 October that the federal prosecutor’s office (FGR) will evaluate the complaint. She added that, as far as she knows, the FGR has no proof Campos directly ordered the operation, SDP Noticias reports.

What the Family Alleges

Robert Halliday, the soldier’s father and a retired Army lieutenant colonel, emailed the FGR on Wednesday, 27 May 2026. Grupo Animal, publisher of Animal Político, reported the email by Wednesday, 21 October, and other outlets followed.

The email says Campos lied to federal prosecutors about not knowing of US agents in Chihuahua. It says the family has “compelling evidence” that she lied and will submit it, Grupo Animal reports.

The family also accuses prosecutor Carlos Manuel Salas of interfering in the Ciudad Juárez inquiry into the soldier’s disappearance. It questions an agreement of 14 April 2022 between Campos and Texas Governor Greg Abbott, Grupo Animal reports.

Outlets say the email is part of the federal file against former Chihuahua attorney general César Gustavo Jáuregui Moreno. He was detained on Saturday, 17 October on suspicion of treason, as this earlier report explains.

What Chihuahua Prosecutors Say

On Wednesday, 21 October, the Chihuahua state prosecutor’s office (FGE) rejected a Grupo Animal report tying Halliday to the April 2026 operation. It called any link false and said nothing in its file places him in Chihuahua in 2025.

The FGE said its missing-person file was opened on 2 October 2020 after his father reported him missing in Ciudad Juárez. It was closed on 11 April 2023 on the basis of a US Department of Defense report.

That report says Halliday drove a Toyota Camry into Ciudad Juárez on 28 March 2020 and returned to El Paso minutes later. It records no later entry, the FGE statement says.

The FGE added that nothing in the file shows he worked for any agency. It said it respects the family and that any complaint filed with the FGR is that office’s matter.

Who Richard Halliday Was

Task & Purpose reported on 2 November 2020 that Private Richard Halliday, 21, served in D Battery, 1-43rd Air Defense Artillery. He was last seen leaving his Fort Bliss barracks on 23 July of that year.

At that time Army investigators said they did not suspect foul play, while his mother said the family did. The Army later changed his status to deceased with a death date of 23 July 2020, the FGE says, citing public information.

The Army notice gives no cause of death and does not say remains were found, according to the FGE. Documents cited by Grupo Animal say the Army classified the death on 24 January 2025 as in the line of duty.

How the Case Links to the CIA Row

Two US citizens, Richard Leiter Johnston III and John Dudley Black, died in a Chihuahua mountain crash in April 2026. Reports describe them as CIA officers who joined a raid on a suspected drug laboratory without federal permission.

Campos says she knew a laboratory operation was planned but not of US participation until the crash. Earlier reports cover the two named officers and the dispute between Sheinbaum and Campos.

Sheinbaum also said it is not for her to exonerate or blame Campos, according to Los Noticieristas. The FGR must analyse the evidence and decide whether any responsibility exists.

What It Means for US Readers

The case links a soldier from a Texas base, a governor who dealt with Texas, and a federal inquiry. Sheinbaum has said US security coordination must go through her government, so the outcome can shape what US agencies may do there.

Nothing in the reports reviewed changes travel advice for Chihuahua or Ciudad Juárez. Families of missing US service members may watch how the FGR handles the case, while the allegations remain unproven.

The earlier report on the detention of Jáuregui gives the background. The Mexico hub lists wider coverage of the country.

What Is Not Known

No source reviewed shows how Richard Halliday died, and the Army notice gives no cause. The FGE finds no link to the 2026 operation, while the family alleges, unconfirmed, he was killed for exposing criminal networks.

Neither the FGR nor Campos had commented on the complaint itself in the reports reviewed. The email and the documents the family cites have not been made public, so their authenticity is unverified.

Some outlets say Halliday was killed in Ciudad Juárez in 2025, but the FGE and 2020 records point to a 2020 disappearance. The Rio Times did not open the FGR file, the Army notice or the official Chihuahua prosecutors’ page.

What Comes Next

The FGR must decide whether the complaint leads to an inquiry into Campos, and the family says it will submit its evidence. No hearing date or deadline has been reported.

This does not mean Campos has been charged. It means, as Sheinbaum put it, a federal office will assess allegations that remain unproven.
