Brazil’s Largest Water and Sewerage Company Privatized in Historic Deal

(Analysis) Yesterday, at the São Paulo Stock Exchange, Brazil’s infrastructure landscape saw a major shift.

The São Paulo State Sanitation Company (Sabesp), a leading entity in Latin American water and sanitation, transitioned into private ownership.

This change marks a significant transformation, impacting millions dependent on its services. It also contradicts President Lula’s preference for state control of major companies.

The privatization faced significant opposition. Opponents, including Lula’s left-wing PT party and PSOL, have taken legal actions to annul the privatization process.

They argued that the process lacks transparency and adequate economic impact studies. They also claim the privatization could lead to higher tariffs and reduced service quality.

This development marks a major conservative win. State governor Tarcisio de Freitas, an ally of Bolsonaro, demonstrates increased autonomy for Brazilian states against federal centralization.

Previously operated by the state, Sabesp’s governmental ownership dropped dramatically from 50.5% to 18%.

Meanwhile, Equatorial seized control with a 15% stake. This sale generated 14.7 billion reais (about $2.634 billion), making it the largest public offering in the Americas for 2024.

Governor Tarcísio de Freitas celebrated the occasion as a landmark day. He detailed the preparation involved: “Over a year, we developed a unique, intricate strategy with legislative and municipal support.”

His objective is ambitious: to improve sanitation across Brazil, particularly for the underprivileged.

Equatorial’s CEO, Augusto Miranda de Paes Júnior, reinforced the commitment to this mission.

He stressed the collective effort to guarantee essential water and sewerage services for every resident of São Paulo.

The privatization introduced a new tariff system today, reducing rates by 10% for social and vulnerable groups, 1% for residential users, and 0.5% for others to improve service affordability.

Before this transition, Sabesp was a massive public enterprise. It supplied drinking water to 25.5 million homes and sewerage services to 23.5 million.

The scale of this privatization underlines its significance—not just as a corporate change, but as a crucial evolution in managing basic needs in a vibrant region.
