Antigua and Barbuda in Latin America or the Caribbean

Antigua and Barbuda is a two-island country in the eastern Caribbean. It is not on the Spanish- and Portuguese-speaking mainland, yet it belongs to the wider region called Latin America and the Caribbean.

At the United Nations it sits in the Latin American and Caribbean Group, one of the regional blocs that share out committee seats. The group has 33 members, and the UN lists Antigua and Barbuda among them.

English is the language of government, and King Charles III is head of state, as in other Commonwealth realms, countries that share the British monarch. The prime minister, Gaston Browne, leads the Antigua and Barbuda Labour Party (ABLP), the governing party.

The ABLP won 15 of 17 seats in the election of Thursday 30 April 2026, according to the Electoral Commission’s declaration. Browne was sworn in on Friday 1 May for a fourth consecutive term, a first for the country.

The Numbers Behind a Very Small Economy

The International Monetary Fund (IMF), the global lender that reviews national economies each year, put nominal GDP at EC$6,137 million in 2025. That is about US$2.27 billion, since the Eastern Caribbean dollar is fixed at EC$2.70 per US$1 (rate table of 31 October 2026).

Nominal GDP is the value of everything the economy produces at current prices. The World Bank counts 94,209 people in 2025, up from 93,772 in 2024.

The IMF estimates real growth of 3.0% in 2025 and projects 2.8% for 2026, easing toward 2.5% over the medium term. Public debt stood at 68.3% of GDP in 2025, and the IMF projects 66.4% for 2026.

The current account deficit, the gap between what the country earns from abroad and what it spends there, reached 11.6% of GDP in 2025. The IMF lists the visa measures of the United States and the passport programme among the risks, and the summit among the upsides.

CARICOM, the OECS and a Shared Currency

Antigua and Barbuda belongs to CARICOM, the Caribbean Community, a bloc that coordinates trade and policy. Its Secretary-General, Carla Barnett, said in October 2025 that Browne leads Services in the Quasi-Cabinet, where each leader steers one policy area.

Prime Minister Philip Pierre of Saint Lucia has chaired CARICOM since 1 July 2026, for six months, after Terrance Drew of Saint Kitts and Nevis. The 51st heads-of-government meeting ran from 5 to 8 July 2026 in Saint Lucia, its government says.

The country also belongs to the Organisation of Eastern Caribbean States (OECS), a smaller club of island states. Its money, the Eastern Caribbean dollar, comes from the Eastern Caribbean Central Bank (ECCB) in Basseterre, Saint Kitts and Nevis.

Dr Timothy Antoine has governed the ECCB since 1 February 2016, and its Monetary Council reappointed him for a third five-year term in 2026. Currency policy therefore sits outside Antigua and Barbuda, which is one reason its own influence rests on diplomacy.

The OAS and the Hosting Role

Antigua and Barbuda hosted the 55th General Assembly of the Organization of American States (OAS) from Wednesday 25 to Friday 27 June 2025. The OAS is the political forum that brings the United States, Canada and Latin American and Caribbean states into one room.

CARICOM’s Secretary-General cited that assembly as proof of the country’s leadership on the hemispheric stage. Sir Ronald Sanders is its ambassador to the United States, according to the US government’s list of world leaders of May 2026.

CELAC and the Latin American Link

Antigua and Barbuda is one of 33 states in CELAC, the Community of Latin American and Caribbean States, which excludes the United States and Canada. Colombia hosted the 10th CELAC summit in Bogotá on Saturday 21 March 2026.

Uruguay took over the rotating CELAC chair at that summit, according to Uruguay’s foreign ministry. Foreign Minister Chet Greene urged a “transformative and just” partnership between the European Union and CELAC in November 2025.

Mercosur, the Andes and Central America

Mercosur, the South American trade bloc, lists Argentina, Bolivia, Brazil, Paraguay, Uruguay and Venezuela as full members, and Venezuela is suspended. Antigua and Barbuda appears in neither its member list nor its list of associated states.

The Andean Community, a four-country bloc, has Bolivia, Colombia, Ecuador and Peru as members and does not list Antigua and Barbuda. Its practical ties therefore run north and east, through CARICOM, the OECS, the Commonwealth and the United States.

Venezuela, Washington and the Politics of Small States

Browne has urged the United States to settle its differences with Venezuela by diplomacy and wants the Caribbean to stay a zone of peace. After the US strikes on Venezuela in early January 2026, he said he was relieved that they were short and called for calm.

Greene is the Minister of Foreign Affairs, Trade, Immigration and Barbuda Affairs in the cabinet sworn in after the April 2026 election. Browne also holds finance, and Walton Webson is the permanent representative at the United Nations, according to the US government list of May 2026.

US Visa Limits and the Passport Programme

US Proclamation 10998, signed on Tuesday 16 December 2025, put Antigua and Barbuda among 15 countries under partial entry restrictions. The text says it “has historically had CBI without residency”, meaning citizenship by investment, the sale of passports for a set payment.

The limits took effect on Thursday 1 January 2026 and suspend immigrant visas and the B-1, B-2, F, M and J categories. They apply to nationals outside the United States who held no valid visa on that date.

Browne wrote to US President Donald Trump around 2 August 2026, asking for a review of the restrictions and of the US visa bond programme. The embassy sent a diplomatic note to Secretary of State Marco Rubio, and the government cites an overstay rate of just over 1%.

The Citizenship by Investment Unit lists a minimum of US$230,000 for the National Development Fund and US$300,000 for approved real estate. Its fee schedule shows no date, and it also lists US$260,000 for the University of the West Indies fund.

The European Union Wants the Programme Closed

European Commissioner Magnus Brunner wrote to Browne on Thursday 25 June 2026 and asked for a phase-out of the passport programme by June 2028. Under revised EU visa suspension rules, a country running such a programme can lose visa-free travel to Europe.

On Saturday 24 October 2026 Browne said the Cabinet was leaning towards suspension, but no final decision had been announced. The government must tell the European Commission by Thursday 12 November 2026 whether it will end the programme on 1 June 2028.

The Commonwealth Summit in St John’s

The Commonwealth is a group of 56 countries, most of them former British territories, and its leaders meet every two years or so. The 2026 meeting runs from Sunday 1 to Wednesday 4 November in St John’s under the theme “Accelerating Partnerships and Investment for a Prosperous Commonwealth”.

Shirley Botchwey is the Commonwealth Secretary-General. The first day of the summit fell on the country’s Independence Day, which it has marked on 1 November since 1981.

What It Means for You

Travellers and investors: the Eastern Caribbean dollar is fixed to the US dollar at EC$2.70, so prices convert easily, and a US$1,000 budget equals EC$2,700. Antigua and Barbuda nationals now face tougher US visa rules, which matters for anyone hiring or inviting them.

Passport buyers: weigh the US limits and the EU phase-out talks before paying any of the contributions above. Read our guides to Antigua and Barbuda and its neighbours and to moving to Antigua and Barbuda.

For the wider region, start at the Caribbean hub and compare Saint Lucia, Grenada and Barbados. Each is a small state with a loud voice in regional bodies.

What Is Not Known

The outcome of the Commonwealth summit is not yet known, and neither is the Cabinet’s final decision on the passport programme. The result of the government’s request for a US review is also open.

Its current standing in ALBA, a Venezuela-led bloc of left-leaning governments, is not confirmed. Neither is any date for a US answer to the review request.

What to Watch

Thursday 12 November 2026 is the date by which the government must answer the European Commission. A US decision on the visa limits would be the other signal for the passport programme.

Saint Lucia’s CARICOM chair ends on 31 December 2026. The EU says it will weigh the country’s answer in a visa suspension report planned for December 2026.
