The contest has moved from the ballot box to the integrity of the count, in a country that supplies the world’s copper.

Zambia – A Commission That Stopped Counting

Suspended with immediate effect

The Electoral Commission of Zambia suspended the counting and announcement of results across the country on Friday. Chairperson Mwangala Zaloumis said the decision followed reports of violence during counting in some districts.

That violence targeted polling staff and in some cases resulted in the theft of marked ballot papers from ballot boxes. The commission said it was acting under Section 67 of the Electoral Process Act and would review the suspension within 24 hours.

What the commission did not say

It did not identify who might be responsible for the alleged theft. It also did not say how many districts were affected or how much of the count had been completed before the halt.

Those omissions are not neutral in a contested count. An institution that stops work without naming a cause leaves the naming to everybody else.

The Two Statements – A Claim and a Reassurance

Mundubile declares he has won

Opposition candidate Brian Mundubile said his party’s parallel voter tabulation, compiled from polling stations and totalling centres, showed he had won the presidential race. He warned that delay could create an opportunity for interference with or manipulation of the results.

He said he had received information that military personnel had taken control of counting stations in at least one town and that ballot boxes had been removed elsewhere. Those are his assertions and no independent confirmation has been reported.

Hichilema calls the results encouraging

President Hakainde Hichilema said his camp continued to receive encouraging results and reports of peace, unity and solidarity across the country as votes came in. He did not claim victory.

Two statements, two entirely different countries described. Only one of them can be reconciled with a suspended count.

What Mundubile Is Asking For

Chain of custody, station by station

He has called on the commission to preserve every ballot box and electoral record, maintain the chain of custody, and allow accredited party agents and observers to perform their lawful duties. He wants results published polling station by polling station and constituency by constituency.

Those are procedural demands rather than political ones, and they are answerable with paperwork. Whether the commission meets them is now the most consequential question in southern Africa.

A record that is being spent

Zambia has managed three peaceful transfers of power through the ballot box, which is why this matters more than it would elsewhere. Reputations of that kind are built over decades and spent in days.

The national temper right now is neither panic nor resignation but a very close watching. Everybody involved knows exactly what is at stake and is saying so carefully.

Zambia’s electoral commission suspended counting nationwide over attacks on polling staff and stolen ballots, and the opposition declared victory from its own tabulation — a contest that has moved from the ballot box to the integrity of the count.

Copper – Why This Reaches Trading Desks

A producer without a government

Zambia is Africa’s second-largest copper producer and had been seeking to sharply raise output of a metal critical to vehicles, grids and renewable energy. It currently has no declared president and no announced parliament.

Mining investment decisions require a counterparty who will still be in office when the licence matters. That counterparty is presently undetermined.

The railway that was financed a week ago

The African Development Bank approved 255 million dollars and a 10 million dollar grant on 6 August for Zambia’s leg of the Lobito Corridor, funding some 550 kilometres of new railway toward the Atlantic. Analysts had named this election as a policy risk to the scheme before it happened.

That risk is no longer theoretical. Later phases of the financing were envisaged to reach around 500 million dollars.

The Region – Two Institutions Under Strain

A court and a commission

Kenya’s High Court declared the 2027 election date unconstitutional this week, holding that the poll was due in 2026, with appeals expected. Zambia’s commission has suspended a count already under way.

One institution asserted itself against a government and the other stepped back from a task. Both are evidence about whether procedures bind when they become inconvenient.

And a health system still measuring itself

Congolese Ebola deaths have passed 1,900, with 60 to 70% occurring in communities before patients reach treatment. That country sits at the northern end of the same copper corridor.
