Colombian Minister proposes decriminalizing incest in the country
The bill presented to Congress by Colombia’s Minister of Justice, Néstor Osuna, proposes the decriminalization of incest between adults.
Currently, Colombian law punishes first-degree consanguinity relatives who have sexual relations with up to six years in prison.
Osuna said in an interview with Blu Radio that the bill aims to eliminate the imprisonment of two adult people who consensually choose to have sexual relations.

The minister also filed a text that seeks to improve prison conditions and decriminalize some practices in the country.
“What we are proposing to eliminate is that two adults, who freely consent to have sex, are sent to prison,” the minister said.
According to Osuna, prison overcrowding is a critical problem in Colombia.
He argued that it is necessary to set limits on the state’s persecution of behavior that does not harm society, especially in a liberal society.
The minister pointed out that incest between adults is not rape nor abusive sexual acts, nor does it involve minors.
He pointed out differences between incest and other sex crimes and that the penalties for these crimes remain deservedly high.
“It is not rape, nor abusive sexual acts, nor acts with minors. That remains the same with the deservedly high penalties that they have,” he said.
