Russia to send “digital attachés” to Cuba, Brazil, and 14 other countries
RIO DE JANEIRO, BRAZIL – Russia plans to appoint “digital attachés” in 16 countries – including Cuba and Brazil – to promote its information and communication technologies (ICT), Deputy Prime Minister Dmitry Chernishenko revealed.
“According to our forecasts, ‘digital attachés’ will start working this year in 16 countries – Brazil, Malaysia, Vietnam, and others,” Chernishenko said, quoted by his press office.
In addition to Brazil and Cuba, Germany, South Korea, Egypt, India, Iran, Kazakhstan, Kazakhstan, Singapore, South Africa, Thailand, Turkey, South Korea, and the United Arab Emirates are among the candidate countries.

The “digital attachés” service is one of the novelties that the Ministry of Digital Development, the Ministry of Industry and Trade, and the Information Technology Development Fund agreed on in their second package of measures to support the ICT sector.
The future attachés, whose selection will be handled by the Ministry of Digital Development, “will be primarily aimed at promoting exports of digital solutions from Russia,” according to Chernishenko.
In addition to promoting Russian software abroad, they will assist domestic ICT companies with information, analysis, legal support, and advice in the relevant countries.
Deputy Minister of Digital Development Maxim Parshin noted that “digital attachés should be well oriented in Russian and foreign software, understand the competitive advantages of domestic products”, and “know Russian and international laws in the sphere of trade”.
