Requisites for Brazil to reclaim investment grade status
For Brazil to ascend the ratings ladder and regain investment grade status from rating agencies, it requires robust reforms and policies that bolster investment and spur productivity growth, Goldman Sachs suggests.
This analysis follows S&P Global Ratings’ recent upgrade of Brazil’s outlook from stable to positive, although the agency maintained the country’s “BB-” rating.
To regain the investment grade, Brazil would need to advance three levels in the rating.
Aside from S&P, Fitch evaluates Brazil’s long-term foreign currency debt at BB-, while Moody’s rates the country at Ba2, two steps below investment grade.

Alberto Ramos, an analyst at Goldman Sachs, believes the current mix of macro and micro policies and the reform outlook falls significantly short of what’s necessary, excluding monetary policy.
Ramos acknowledged the positive development in S&P’s rating for Brazil but expressed surprise, considering the new fiscal framework is still pending approval and has only cleared the House of Representatives.
Furthermore, he notes a recent deterioration in microeconomic policies and the regulatory environment.
Brazil’s Finance Minister Fernando Haddad viewed the improved rating outlook as significant.
“There’s a lot of work ahead; this is just the start. But he commented, ” If we maintain our work rate, we can reach our objectives,” he commented.
Following the S&P rating, the Ibovespa saw an upturn and renewed its session’s maximum in the last half-hour of trading, closing above 119,000 points for the first time in nearly eight months.
