The new Peru ambassador to the US is Álvaro Vargas Llosa, named in a decree published on Wednesday 14 October. Supreme Resolution 173-2026-RE, printed in the official gazette El Peruano, names the writer and commentator ambassador extraordinary and plenipotentiary.

For American readers, the pick matters because the envoy has already called for closer security cooperation with Washington. He also wants to double the US share of Peru’s foreign trade, which he puts at 15% to 16%.

Vargas Llosa is the son of the late Peruvian novelist Mario Vargas Llosa, winner of the Nobel Prize in Literature. He publicly backed Keiko Fujimori in this year’s presidential runoff against Roberto Sánchez, the Peru edition of Infobae noted in September.

What the Resolution Says

The decree is dated Lima, Tuesday 13 October, and carries the signatures of President Fujimori and Foreign Minister Carlos Espá. It cites Article 118 of the Constitution, which lets the president name ambassadors with the approval of the Council of Ministers.

The resolution grants him credentials and full powers, and charges the cost to the Foreign Ministry budget. It does not set a start date, which a later ministerial resolution will fix.

The same gazette edition carried Resolution 174-2026-RE, which names a new Peruvian ambassador to Portugal. Both follow a run of political appointments abroad under Fujimori, including a former Fuerza Popular lawmaker sent to Argentina, Infobae noted.

On Wednesday, Fujimori told reporters that the United States had already granted its agrément, the host country’s formal consent. “We are very happy that the approval of the United States was granted,” she said, as Gestión and Canal N reported.

She said she had spoken with him on Tuesday about Peru’s priorities for strengthening relations with Washington. “He is a great professional, a person with a great deal of experience,” she added.

Who Is Álvaro Vargas Llosa

Vargas Llosa was born in Lima on 18 March 1966 and studied international history at the London School of Economics. Gestión, the Lima business daily, says he began in journalism as a teenager, working in print, radio and television.

He was London correspondent for the Spanish daily ABC and ran the editorial pages of The Miami Herald, Gestión adds. Infobae describes him as president of the International Foundation for Liberty, a liberal policy forum.

Fujimori first said on Friday 11 September, in an interview with RPP Noticias, that he had accepted her offer. “He has been consulted and he has accepted this invitation,” she said at the time.

His father, who died in 2025, endorsed Keiko Fujimori in the 2021 runoff she lost to Pedro Castillo. That support came despite the novelist’s long criticism of her father, former president Alberto Fujimori.

Why the Peru Ambassador to the US Matters Now

In an interview with the television channel Latina, cited by Infobae, Vargas Llosa named security cooperation as a top priority with Washington. He tied it to transnational criminal groups and to technology Peru could gain from joint work.

He singled out the Shield of the Americas, a US security offer that is under debate in Peru. “We would have to be suicidal to tell the United States: no, we do not want the Shield,” he said.

He insisted that closer ties would not put national sovereignty at risk. “Nobody here is going to endanger the sovereignty of Peru,” he said.

On trade, he argued that the relationship has room to grow beyond security and technology. He said the United States accounts for 15% to 16% of Peru’s foreign trade and asked why that share could not double.

After the decree, he thanked Fujimori on X and promised to serve the country “with dedication, good judgement and honour.” He has also spoken of “a new phase” in Peru’s two-century relationship with “the homeland of Washington, Adams and Jefferson.”

What It Means for You

For US companies in Peruvian mining, farming and finance, the embassy in Washington is a main channel on tariffs and investment rules. A Peru ambassador to the US close to the president can move messages fast, though he comes from journalism, not diplomacy.

For US security officials, his stance suggests Lima will engage with offers of joint work against transnational criminal groups. He has stressed, however, that any cooperation must respect Peru’s sovereignty.

For travellers and expatriates, the decree changes nothing for now. It covers only the ambassador’s post and says nothing about consular services.

What Is Not Known

The start date is open, because the resolution leaves it to a later ministerial resolution. It is also unclear when he will present his credentials in Washington.

The date on which Washington granted its consent has not been disclosed. Fujimori has not said which specific issues she raised with him beyond strengthening bilateral ties.

It is not known whether his remarks on the Shield of the Americas reflect a settled government position. How far he can lift trade under current US tariff policy is also unclear.
