Kenya’s government says 84 of its citizens who went to fight for Russia in Ukraine are dead or missing in action, the clearest official count yet in the Russia recruitment scandal. Foreign Minister Musalia Mudavadi gave the figure to Parliament in Nairobi on Thursday, 8 October. It matters beyond Kenya because a new US State Department report alleges that Kenyan and Russian officials helped recruiters send more than 1,000 Kenyan men to the war.

Mudavadi is Kenya’s Prime Cabinet Secretary, the senior minister below President William Ruto, and also runs the Ministry of Foreign and Diaspora Affairs. He was answering a parliamentary petition on the recruitment of Kenyans into Russia’s army and the detention of Kenyans in Ukraine.

The ministry holds records of 354 Kenyans drawn into the conflict. According to its written answer, reported by Capital FM and the Nation, 77 are on the front line, 38 are in camps and 52 are at unknown or unclassified locations. A further 34 are in hospital, 62 have been brought home and five are prisoners of war in Ukraine. One is in detention and one has finished his contract.

Why the Government Says Missing, Not Dead

The 84 combines two groups, and the government will not split them. Mudavadi said Kenya cannot confirm a death without evidence. “We cannot verify whether the person is dead or not. So we have to use the term missing in action,” he told legislators, according to the Nation.

Ukrainian authorities have told Nairobi that the remains of four Kenyans are in their custody. Kenya warns that more bodies may lie in the Donetsk and Luhansk regions, where Kyiv says it cannot give information. Russia’s Defence Ministry has told Kenya it cannot pay to send remains home.

The families’ numbers are far higher. Petitioners told the committee that 841 Kenyans are unaccounted for. The two figures measure different things, and neither has been checked independently. Mudavadi admitted many men left without telling relatives or the state. “So we are chasing after the event,” he said.

What the US Report Says

The State Department’s 2026 Trafficking in Persons Report, published this week, keeps Kenya on Tier 2. That grade means a government is making significant efforts against trafficking but does not fully meet the minimum standards in US law.

The Kenya chapter says officials reported that some Kenyan officials colluded with recruitment agencies and Russian government officials in the fraudulent recruitment of more than 1,000 Kenyan men to fight for the Russian military. It says the men were promised high-paying security or construction jobs and later coerced into signing contracts with Russia’s Defence Ministry. These are allegations. The report names no individual and says the government took minimal law enforcement action against allegedly complicit officials.

The report also records a sharp fall in enforcement. Kenya convicted six traffickers in 2025, down from 21 in 2024, and prosecuted 14 cases, down from 44. On the positive side, authorities identified 271 victims, up from 195, and secured a first civil judgment against a fraudulent recruiter.

The Russian Embassy in Nairobi has previously denied any illegal recruitment and says foreigners may enlist voluntarily. Rio Times readers can find earlier detail in Report Maps 289 Online Channels Luring Kenyans to Fight for Russia.

What Kenya Has Done So Far

During a visit to Moscow in March, Mudavadi secured Kenya’s place on a Russian “Stop List” that bars further enlistment of Kenyans. The Kenyan Embassy in Moscow says no new Kenyans have been signed up since it took effect. Men already under contract, however, must ask unit commanders to release them case by case.

For the five prisoners held in Ukraine, Nairobi wants a different status. It asks Kyiv to treat them as possible victims of trafficking under the UN Palermo Protocol, which Ukraine has ratified. Ruto has raised the case with Ukraine’s president, Volodymyr Zelenskyy, by telephone, the ministry said.

Money is a gap. “There is no law, no fund, that is designated for this,” Mudavadi said of rescue and repatriation. A proposed welfare fund still needs Parliament’s approval.

What It Means for US Readers

Kenya is one of Washington’s closest security partners in Africa, and the trafficking grade feeds into how the US judges that partnership. A drop to Tier 3 can bring limits on some US aid; Tier 2 avoids that, but the complicity findings keep pressure on Nairobi.

For investors, the story is about governance rather than markets. Labour export is a stated government policy, and diaspora remittances are a major source of dollars. A Russia recruitment scandal that reaches officials raises compliance questions for companies hiring through Kenyan agencies.

For policy watchers, the case is a window on how Russia replaces losses in Ukraine with foreign recruits, often through social media job advertisements. The Stop List shows that pressure from a partner government can slow that flow.

What Is Not Known

It is not known how many of the 84 are confirmed dead, or who ran the networks that moved the men. No investigation into any named official has been announced. The full gap between the government’s 354 records and the families’ 841 names remains unexplained. Kenya has not said when the five prisoners in Ukraine might come home.
