Brazilian aviation agency approves draft notices for auctions of 16 airports

RIO DE JANEIRO, BRAZIL – The National Civil Aviation Agency (Anac) approved yesterday, December 21st, the drafts of the public notice and concession contracts for 16 airports for private initiative. The documents will be analyzed by the Federal Audit Court (TCU).

The 7th round of airport concessions auction is scheduled for the first half of next year if the TCU approves the calls for tender and contracts. The concessions will cover 39.2 million arrivals and departures in Brazil, equivalent to 26% of the passenger volume recorded in 2019, and should yield R$8.6 billion (US$1.5 billion) in private investments over the next 30 years.

The airports were divided into three blocks. The first is formed by nine terminals in the States of São Paulo, Mato Grosso do Sul and Pará, led by the airports of Congonhas and Campo de Marte, in São Paulo. The list follows with the airports of Campo Grande, Corumbá, and Ponta Porã, in Mato Grosso do Sul; Santarém, Marabá, Parauapebas, and Altamira, in Pará. With a minimum bid of R$525.2 million, the block has an estimated contract value of R$11.4 billion.

Led by the Santos Dumont and Jacarepaguá airports in Rio de Janeiro, the second block also includes the airports of Montes Claros, Uberaba, and Uberlândia, in Minas Gerais and will have a minimum bid of R$324 million, with a contract value estimated at R$5.8 billion.

The third block includes the airports of Belém and Macapá. With a minimum bid of R$56.6 million, the two airports will have a minimum contract value of R$ 1.9 billion.

The same consortium can bid for all three blocks with a minimum bid of R$905.8 million.

To prove the minimum requirement to manage airports, the operator will have to demonstrate experience in processing, in at least one of the last five years, of 5 million passengers to dispute the blocks for the airports of São Paulo-Pará and Rio de Janeiro-Minas Gerais. The minimum number of passengers drops to 1 million to operate the third block.

The qualification of the auctions of the 7th round of airport concessions was decided by the Investment Partnership Program (PPI) Committee in December last year and authorized by Decree No. 10,635 of February 22nd, 2021.
