Chile revokes tender for the purchase of 4×4 tactical armored vehicles for its capital

RIO DE JANEIRO, BRAZIL – Chile’s National Police Support Headquarters (Jenapol) of the Investigative Police of Chile (PDI) decided to revoke the purchase of two 4×4 tactical armored vehicles for the Metropolitan Police Region of Santiago due to the inability of the participants to meet the adjustment of the technical parameters and the extension of the deadline for receipt of bids.

Divespec had submitted the APC Fox 4×4 armored vehicle from Centigon, Fire Trucks Chile SpA, the Newly Armored Pit-Bull VX SWAT Truck 2021 from Alpine Armoring Inc, Technology Motor Group, the Vespek APC 4×4 armored vehicle, and Voin Solutions SpA, the Spartan ASV armored personnel carrier from Streit Group.

The Technical Commission determined, after reviewing the bidding questions forum, to modify the section Non-Evaluable Mandatory Technical Specifications regarding the minimum capacity of the fuel tank, from the 257 liters contemplated initially to at least 245 liters, and to extend the deadline for receipt of bids by ten days.

The Exempt Resolution No. 743 of November 5, 2021, that established these changes was not published in the public procurement system, and it was not possible to materialize the extension of the deadline for receipt of bids, so the companies were unable to submit them in due time and form, not being possible to know the technical parameters that had been adjusted.

A BUDGET OF US$776,000

The tender was opened in October 2021 to provide coverage to the units involved in police procedures, achieve efficient and effective investigative results, and increase the probability of identifying and arresting those responsible for crimes.

For the evaluation of the project, the technical information of the 4×4 Sentry MPV armored vehicle from Inkas Armored Vehicle Manufacturing, Testudo APC 4×4 from Italian Armouring Solutions (IAS), and Spartan ASV from Streit Group was considered and used.

The vehicles would be based on a Ford 550 chassis with level III armored protection according to NIJ 0108.01 standard, five doors, grab bars in part of its external contour as well as in its interior, and outer side and rear treads, both with anti-slip elements, with transport capacity for ten people.

The purchase contemplated resources from the project called Acquisition of Armored Vehicles Metropolitan Police Region of Santiago PDI BIP Code No. 40022492-0 of the Metropolitan Regional Government for an estimated maximum amount of US$776,000 and with a possible increase of up to 10%.
