Bolivia recognizes the creation of an original indigenous territory

RIO DE JANEIRO, BRAZIL – The native indigenous peasant territory of Jatun Ayllu Yura of the Qhara Qhara Nation celebrates today the recognition of its autonomy through an agreement of the Plurinational Legislative Assembly (Parliament) of Bolivia.

“The fact that we have approved this bill is not a gift; it is a duty as parliamentarians,” assured the president of the Chamber of Deputies, Freddy Mamani, after the bill was approved and sent to the Executive Branch for its enactment.

A proof of the support that the government of President Luis Arce gave to the farmers of the Jatun Ayllu Yura was their presence with them during the legislative session of the Minister of the Presidency, María Nela Prada, and the Vice Minister of Autonomies, Álvaro Ruiz.

This ancestral territory is made up of the Qullana, Wisijsa, Checochi, and Qorq ayllus, has a population of more than 5,000 inhabitants, and is bordered to the north by the municipality of Porco, to the east by Cotagaita and Caiza D, and to the south and west by Tomave, in the department of Potosí.

According to Mamani, this future regulation consolidates the Plurinational State by recognizing the territory, culture, and language of the Jatun Ayllu Yura.

He added that there is a commitment to protect the gastronomy and clothing of this people in the parliamentary chamber.

For his part, Rodolfo Mendoza Chirinos, priest of the Ayllu Kollana del Jatun Ayllu Yura, emphasized that for ten years, they have been longing for the creation of their territory, and now they hope that President Luis Arce will be the one to give them the regulations in this jurisdiction.

The creation of this territorial unit is based on the Political Constitution of the State and article 52 of the Framework Law of Autonomies and Decentralization Andrés Ibáñez.

The approved text includes eight articles, a final provision, and an abrogating provision.
