ANPD Ban in Brazil

Brazil’s (ANPD) National Data Protection Authority put a halt on World Network’s operations over concerns about the incentivized recruitment of users with the promise of crypto rewards.

The ban came into place on January 25th over concerns that consumers were being induced or pressured into providing consent for biometric data collection without providing informed consent.

While Brazil has not come out against biometric data collection on the whole, it is the method of attracting new customers that has raised concerns. There is a belief that vulnerable consumers might forgo their rights for short-term monetary gain.

Worldcoin to World Network

Worldcoin was founded in 2019 as a crypto project with a focus on using and collecting iris biometrics. The purpose of this is to create a reliable authentication system for humans online.

The operation was created by Sam Altman (the OpenAI chief executive), Alex Blania, and Max Novendstern and had a token value of $3 billion in early 2022.

Early concerns began to arise following an MIT Technology Review that gave voice to opponents who claimed this type of data collection took advantage of lower-income communities.

Despite these concerns, 2023 saw additional funding of $115 that was used to develop the project and focus on bot detection.

At this point in the beta stage of its launch, Worldcoin had approximately 2 million users. July 2023 saw it launch out of its beta and WLD tokens became available on crypto exchanges.

A rebrand in October 2024 saw Worldcoin become World Network as a way to reflect the goals of the operation and move it away from the singular implications implied by using ‘coin’ in the name.

This emphasizes its vision of creating a global ID verification process that can help thwart bots and cybercrime.

Previous Regulatory Issues

Despite World Network’s apparent good intentions in creating a global biometric data bank that would facilitate identification processes, it has been held back from being launched in the US due to regulatory concerns.

The UK’s Information Commissioner’s Office and the Commission nationale de l’informatique et des libertés in France began investigations in 2023 over privacy concerns with Worldcoin.

Bavarian and South Korean regulators also opened investigations, while Kenyan officials suspended the company’s operations over financial, privacy, and security concerns. Indian and Brazilian operations also ceased at this time.

2024 saw Hong Kong offices raided by the Office of the Privacy Commissioner for Personal Data which found that the way the company collected and processed iris scans violated the Personal Data Ordinance.

In March of the same year, the Spanish Data Protection Agency suspended the collection of biometric data by Worldcoin and the Portuguese authorities made similar sanctions.

The latest regulatory issues implemented in Brazil on World Network have had a detrimental effect on the value of its cryptocurrency which has seen a fall in value from almost $12 at its peak in 2023 to $2.

The issues World Network has faced highlight the wider issues faced by companies in the rapidly growing tech environment.

The pace at which industries are growing makes it difficult for regulators to keep up, and the ability to create a flexible and scalable regulatory framework is essential.

The global nature of tech-based industries also throws up issues around the differences in regulations in different locations.

The need for improved security and verification is essential in the modern era where so much is carried out online. However, rushing into allowing developments has raised concerns about privacy and data collection.

World Network’s unique selling point of offering biometric iris verification services as well as a cryptocurrency has seen it attract a lot of interest from those who want to back it, and those with concerns about how it has achieved its growth in a relatively short space of time.

Conclusion

The name change from Worldcoin to World Network appears to give a clearer indication of the company’s purpose.

However, at this point, it is only a superficial change with the company facing the same regulatory hurdles that it did before.
