The Government of São Paulo launched on Wednesday (3), in a ceremony at the Palácio dos Bandeirantes, the Anti-Corruption Radar program to prevent, detect, and combat irregularities and illegal acts in all spheres of state administration.
Governor Tarcísio de Freitas presented the plan and will have the first set of actions implemented immediately under the State Comptroller General’s (CGE) coordination.
“This is one of the actions that will leave a legacy.”
“The more transparency, risk management, and training of public servants, the fewer deviations in management there are.”
“We will not tolerate corruption, and whoever is found guilty will be punished; you can be sure of that.”
“We will not allow the contamination of what is good in public service.”
“We want the citizen to be the great recipient of this public policy, with well-provided, cheaper, easier, and more agile services.”
“We will advance a lot in the integrity issue and save resources that will go to education, health, and housing”, said Tarcísio.
According to the São Paulo State Government, the Anti-Corruption Radar aims to structure, execute and monitor concrete measures to prevent, detect and punish corruption, fraud, and ethical deviations.

What is the Anti-Corruption Radar?
It is the strategy we are putting together to implement various measures in the area of integrity, that is, measures that seek to prevent, detect and punish cases of corruption, fraud, and ethical deviations.
We call all the leadership, strategy, and control mechanisms that allow the implementation of integrity in the State Government of São Paulo the Anti-Corruption Radar.
How will this plan be implemented?
We are now launching a plan with 83 actions.
It is a living plan with deadlines for implementing standards and operational actions that will support these standards.
It will be implemented according to an action plan established by decree.
The citizen will be able to access all the actions and know everything being done in São Paulo in the fight against corruption, fraud, and ethical deviations.
How will it work in practice?
In practice, these are measures that deal with recurrent problems in public administration, such as nepotism, conflicts of interest, and the undue evolution of the assets of public servants, in addition to other transparency actions in the area of public bidding, which increase the fight against corruption as a whole. Knowing the best international strategies and practices in the fight against corruption, we are bringing them to the State.
And through the Controllership, we will monitor and allow all these actions to be implemented, improving the integrity of São Paulo’s public administration.
What is the importance of the program?
The importance is enormous.
First, citizens pay taxes with the hope of having the best public services.
So, if you have no deviations, you already have more resources to deliver public policies to citizens.
And we also recover something that has been lost over time, which is citizens’ confidence in their representatives and public institutions.
We hope, with these actions, to make the citizens trust the State and the application of resources that come out of their hard-earned taxes again.
What changes for the public servant?
What changes is that the public servant will be part of the transformation strategy.
In addition, there will be clear guidelines about the behavior expected from the public servants.
All of this will strengthen public integrity and improve the quality of public services.
