Brazil: São Paulo City Hall opens bidding process to extend Pinheiros expressway by 8 km
The São Paulo City Hall has opened a bidding process to extend the Marginal Pinheiros River by up to eight kilometers and plans to invest around R$8 million (US$1.6 million) in the studies. The contracting process was published in the Diário Oficial on August 18.
The opening of the envelopes with the proposals of the interested companies is scheduled for October 3.
The new stretch, planned to be built on the banks of the Pinheiros and Jurubatuba Rivers, runs from Avenida Guido Caloi, near the João Dias Bridge, to the Vitorino Goulart Bridge, in Interlagos.

In a note, the Municipal Department of Urban Infrastructure and Works (SIURB) said that the investment in the work and the deadline for completion would be established during the development of the projects.
The widening of the road is part of a project conceived 20 years ago during the administration of former mayor Marta.
Marginal Pinheiros is the second most important expressway in São Paulo.
It connects the Interlagos region to the access region to Rodovia Castelo Branco, and also provides access to the Imigrantes and Anchieta highways through Avenida dos Bandeirantes. Because of this, it receives, along its route, a great flow of vehicles.
The proposal was developed in 2002. However, over the years, constructions have been made along the stretch, besides implementing new overhead and underground networks that interfere with the initial project.
Thus, based on the survey and registration of these new interferences, high-voltage towers, and underground networks, the public notice points out that the initial project “should be optimized with better technical and economical alternatives for the implementation of the road”.
Another highlight is that new soundings must be carried out to confirm the foundation and geotechnical solutions.
Implementing a new bridge next to the Transamerica Bridge should also be planned to allow the vehicles to flow from Avenida Guido Caloi to the Marginal in the Castelo Branco direction.
The services to be contracted must be elaborated following the guidelines of the Secretary of Urban Infrastructure and Works, SPObras, Municipal Secretary of Urbanism and Licensing, SPUrbanismo, Municipal Secretary of Mobility and Traffic, SPTrans, CET, besides the specific plans of the public service concessionaires.
“The management and supervision of the studies and projects will be done by SPObras, which will be responsible for the project guidelines and decisions.
“The Contractor must send all the projects and documents to SIURB/SPObras, which will manage and forward them to the technical areas for approval, according to the specialty of the project, and forward them to the licensing agencies for approval.
“The projects must fully comply with the legislation and technical standards in force,” says the notice.
