President Gustavo Petro confronted ELN guerrilla leaders this week after they rejected peace talks, escalating tensions amid a spiraling crisis in Colombia’s Catatumbo region.

The president’s social media rebuke followed a January ELN offensive that killed 80 civilians, displaced 52,800 people, and confined 32,000 others—the worst violence since Petro took office in 2022.

The ELN’s northeastern front, led by commanders “Silvana Guerrero” and “Ricardo,” aims to expel security forces and rival FARC dissidents from Catatumbo, a drug-trafficking hub bordering Venezuela.

Petro suspended negotiations on January 17, declaring the group “has no will for peace” after months of frozen talks and attacks like a September 2024 assault that killed two soldiers.

Catatumbo’s strategic value lies in its oil, coal, and coca crops—factors fueling decades of conflict. The ELN arrived in 1979, followed by FARC and paramilitary blocs linked to massacres.

Today, clashes between ELN fighters and ex-FARC factions have turned the region into a battleground for narcotics revenue. Petro accused the ELN of abandoning its revolutionary roots for “the path of Pablo Escobar,” claiming greed displaced ideology.

Venezuela’s Complicated Role in Colombia’s Ongoing Crisis

Venezuela’s role complicates the crisis. Analysts note ELN factions now operate as binational cartels, leveraging Maduro’s tacit support. Petro previously maintained ties with Caracas to advance talks but now faces pressure to militarize the border.

Colombia deployed 300 special forces to Catatumbo, offering military bases as shelters for threatened civilians. The humanitarian toll includes 47,000 children barred from schools and 7 murdered ex-combatants from prior peace deals.

Defense Minister Iván Velásquez pledged to prioritize civilian protection, yet displaced families report minimal aid. ELN leaders vow to fight until state forces withdraw, signaling prolonged instability.
