Brazilian Congressman Van Hattem denounces ‘institutional fiasco’ 

By opposing the Draft Resolution that intends to allocate more public funds to the rapporteur’s amendments, called the “secret budget” until Lula da Silva’s victory (PT),  congressman Marcel Van Hattem (Novo-RS) denounced the “institutional fiasco that we see in Brazil”.

For the parliamentarian from the State of Rio Grande do Sul, it is projects such as the one analyzed this Thursday (15th) that “diminish” the National Congress, which is subject to the “superpowers of the judiciary”.

“The will of this House doesn’t even serve anymore,” proclaimed the parliamentarian from the tribune of the plenary of the Chamber, which hosts the sessions of the National Congress. “Everything that is approved here afterwards is subject to a monocratic decision by a Justice of the Federal Supreme Court to undo”, he explained.

Congress is meeting this Thursday to analyze presidential vetoes, in addition to projects such as the one that makes the rapporteur’s amendments official as a way of composing the public budget.

According to Van Hattem, the project reserves, for example, R$1.5 billion from the budget for the presidents of the Chamber of Deputies and the Federal Senate to distribute as they wish.
