A report highlighted Uruguay as the country with the best government in Latin America

Uruguay is, for the second consecutive year, among the 20 countries with the best government in the world, according to data from the MESIAS Report on the Evolution of Uruguay in the iGovernment Good Governance Index and its Dimensions 2002-2021, prepared by the MESIAS Institute – Brand Intelligence Spain in alliance with the European firm iTRUST Country Brand Intelligence.

The results of the study show that Uruguay has led “a progressive and sustainable escalation in Good Governance over the last twenty years”, which has allowed it to advance 14 positions since 2005 and enter the Top 20 of the countries with the best government in the world.

The positive evolution registered during the period 2002-2021 has also placed it as the country with the best government in Latin America and with the most advanced democratic system in the region.

By dimensions of Good Governance, between 2002 and 2021, Uruguay has advanced 28 positions in the world ranking of the Political Stability dimension, 11 positions in the Control of Corruption dimension, 11 positions in Voice and Accountability, 5 positions in State Law, 4 positions in Government Efficiency, and 4 positions in Regulatory Quality.

According to the research, Uruguay leads the ranking in Latin America and occupies the 18th position worldwide. It is followed by Chile and Costa Rica, second and third in the region, which occupy positions 27 and 30 in the world ranking, respectively.

Also in the Top 10 in Latin America are countries such as Puerto Rico (37 worldwide) and the Dominican Republic (49) that complete the Top 5. For their part, Argentina (61), Colombia (64), Brazil (66), Peru (67) and Ecuador (73) complete the top ten in the region.

In 2021, after the pandemic, among the Latin American countries, only Uruguay (+1), Puerto Rico (+3), Ecuador (+5) and the Dominican Republic (+7) promoted positions in the world ranking of Good Governance. The rest of the countries decreased.

In the regional ranking, only Argentina (+1), Colombia (+1), Brazil (+1) and Ecuador (+2) promoted, while 10 countries (Uruguay, Chile, Costa Rica, Puerto Rico, the Dominican Republic, Mexico, Cuba, Guatemala, Nicaragua and Venezuela) maintained their position compared to 2020, and Peru (-3), El Salvador (-1), Paraguay (-1) and Honduras (-1) decreased.

iGovernment – Good Governance Index is an index, developed by the MESIAS Institute with data from the World Bank, which measures the dimensions that determine good governance and the level of democratic quality in the world in relation to 145 countries.

The calculation of the Index does not include those countries that are or have been considered as Tax Havens, as well as those whose population does not exceed one million inhabitants. The index series has its beginning in the year 2000.
