One war in eastern Congo now ties Rwanda to Washington, Brussels, Doha, Beijing and Ankara. Here is where each power stands in October 2026.
Rwanda geopolitics in October 2026 turns on one question: will Kigali pull its troops out of eastern DR Congo? The US sanctioned Rwanda’s army on Monday, 2 March 2026, and the December 2025 Washington peace deal is still not delivered.
Rwanda denies backing the M23 rebels, while the US Treasury and the United Nations say its army fights alongside them. Qatar, the European Union, China and Turkey each deal with Kigali on their own terms.
Euro figures use the open.er-api.com rate of 20 October 2026 (00:02 UTC), US$1 to 0.8915 euros. No local-currency amounts are quoted.

The Congo War at the Centre of Rwanda Geopolitics
Rwanda’s western neighbour, DR Congo, is the source of most of Kigali’s foreign-policy trouble in 2026. The M23 rebel group, which the United Nations says Rwanda backs, took Goma in January 2025 and Bukavu weeks later.
Rwanda calls its border troops defensive measures against the FDLR, the Democratic Forces for the Liberation of Rwanda, a Hutu militia. Crisis Group, a Brussels research body, concludes that Kigali also wants influence beyond the FDLR’s areas in North Kivu.
In February 2025 the UN Security Council, in Resolution 2773, called for Rwandan forces to leave DR Congo. On 2 March 2026 Kigali said it would disengage only in step with Kinshasa meeting its own obligations.
The Critical Threats Project, a US research group, cites UN estimates of 6,000 to 7,000 Rwandan soldiers there in late 2025. Kigali denies backing M23 and has published no troop figure of its own in the sources checked.
M23 seized Uvira, a city on the Burundi border, days after the Washington Accords joint declaration, the US Treasury says. It later withdrew, but its presence near the border still raises the risk of a wider regional war, Treasury adds.
On Monday, 12 October 2026 the rebel alliance AFC became the Front for the Refoundation of the Nation, led by Joseph Kabila. Kabila, DR Congo’s president from 2001 to 2019, was sentenced to death in absentia in September 2025.
The new front takes over the rebels’ commitments in the Qatar-led talks, its secretary general Freddy Kaniki said on 15 October 2026. Kinshasa has not stated its position on the front or on the Doha talks, allAfrica notes.
More on the rebel front is in DR Congo’s Kabila armed front explained. The wider war is in DR Congo explained.

The US Deal and the US Sanctions on Rwanda
Washington is Rwanda’s most demanding partner in 2026. It brokered the peace track in 2025 and sanctioned Rwanda’s army in 2026.
- Friday, 27 June 2025: DR Congo and Rwanda agree a peace agreement in Washington, the US Institute of Peace records.
- Thursday, 4 December 2025: Presidents Tshisekedi and Kagame sign the Washington Accords for Peace and Prosperity, hosted by President Donald Trump.
- Monday, 2 March 2026: the US Treasury’s Office of Foreign Assets Control (OFAC) sanctions the Rwanda Defence Force (RDF) and four officers.
- Thursday, 30 April 2026: OFAC sanctions Joseph Kabila for supporting M23 and the AFC.
- Thursday, 25 June 2026: OFAC names Gasabo Gold Refinery in Kigali, three mining firms and two linked individuals.
They are defence chief Mubarakh Muganga, army chief of staff Vincent Nyakarundi, Maj Gen Ruki Karusisi and special forces head Stanislas Gashugi. Treasury says the RDF supports, trains and fights alongside M23.
Treasury says M23’s offensives would not have been possible without the RDF’s active support and complicity. Secretary Scott Bessent said Washington expects the immediate withdrawal of Rwandan troops, weapons and equipment.
Rwanda’s government said the sanctions unjustly target only one party to the peace process. It accused DR Congo of repeated ceasefire violations and called the army’s duty a badge of honour.
A wind-down licence let firms end dealings with the RDF and its companies until 1 April 2026, a law firm’s analysis notes. Property of the four officers was blocked at once, with no grace period.
At the UN on Tuesday, 13 October 2026, US Ambassador Jeffrey Bartos said Rwanda must withdraw its troops immediately and unconditionally. He also told Kinshasa that any cooperation between its army and the FDLR must end at once.
Bartos cited the return of more than 120 FDLR ex-fighters and relatives as progress. He welcomed Kinshasa’s transfer of 15 detainees to the rebels as a confidence-building step.
Minerals are the other half of the US bargain. The US and DR Congo signed a security memorandum and a minerals framework in early December 2025, the Critical Threats Project notes.
Washington also uses Rwanda as a destination for deportees. A Rwandan official said in August 2025 that Rwanda would take up to 250 migrants under a June deal.
How many deportees have arrived is not confirmed in the sources checked. The US advisory for Rwanda has been Level 3 since 17 May 2026, after an Ebola outbreak in DR Congo.
The US travel advisory says no one should go within 10 kilometres of the Congo border for any reason. Volcanoes National Park lies outside that zone.
For the diplomacy from the Congolese side, read DR Congo presses Rwanda over the Washington Accords. The mineral stakes are in Africa’s critical minerals 2026.
The United Nations and the Great Lakes Process
The Security Council held its twice-yearly Great Lakes briefing on Tuesday, 13 October 2026. It covered Secretary-General António Guterres’s report S/2026/782, circulated on 30 September and covering 16 March to 15 September 2026.
On 28 July 2026 Kinshasa signed a disarmament protocol with an FDLR faction, which it says fits the Washington Accords. Rwanda wrote to the Council on 29 September 2026 calling the protocol a delaying tactic, Security Council Report records.
On 23 September 2026 President Tshisekedi asked that MONUSCO, the UN peacekeeping mission in DR Congo, be tasked with monitoring that protocol. The Council is due to renew the mission’s mandate in December 2026.
MONUSCO said in February 2026 that a small team would deploy to Uvira to support ceasefire monitoring. It stressed this was not a return to South Kivu, which the mission left in June 2024.
The African Union has a mediation team too. It visited Goma on 5 October 2026 and met Rwandan officials, including Kagame, on 7 October, Security Council Report notes.
Regional ministers met in Lusaka from 8 to 19 October 2026 under the Great Lakes regional conference, ICGLR. Its ministerial committee was due to meet on 19 October, and no outcome was published in the sources checked.
Rwanda has backed state sovereignty at the UN before. In March 2022 its UN mission said it supported the Assembly resolution on Ukraine, valuing the territorial integrity of any country.
On Friday, 25 September 2026 Rwanda took the 2027 chair of the Group of 77 developing countries, its foreign ministry said. Foreign Minister Olivier Nduhungirehe attended the group’s ministerial meeting in New York.
The European Union, Britain and Western Money
Brussels is firmer on paper than in practice. On Monday, 17 March 2025 the EU Council listed nine people and one company over the M23 offensive, four of them Rwandan.
- Ruki Karusisi, then commander of the RDF’s special forces, and Eugene Nkubito, commander of its 3rd division.
- Pascal Muhizi, commander of the 2nd division, and Francis Kamanzi, then chief executive of Rwanda’s mines board.
- Gasabo Gold Refinery, which the Council says imported gold illegally from M23 areas of DR Congo.
The US named the same refinery on 25 June 2026, so Washington and Brussels now target one gold route. The Council renewed its DR Congo sanctions in December 2025, until 12 December 2026, a Cypriot government sanctions notice records.
Whether the renewal changed any Rwandan listing is not confirmed here. EurAc said in April 2026 that neither the EU nor other actors had matched the US sanctions on the RDF itself.
EU member states intend not to renew European Peace Facility support for Rwanda’s army in Mozambique, EurAc said on 20 April 2026. The last package, announced in November 2024, was €20 million (about US$22.4 million).
EurAc also asked Brussels to suspend its 2024 critical raw materials memorandum with Rwanda, which suggests it was still in force. Whether the EU has acted on that request is not confirmed.
Britain is in a legal fight with Kigali. Rwanda filed a notice of arbitration against the UK on 24 November 2025 over the cancelled migration deal, its government said.
The outcome of that arbitration is not known. For how the big powers line up across the continent, see who backs whom in Africa in 2026.
Qatar, the UAE and the Gulf States
Qatar is Rwanda’s best-documented Gulf partner and also a mediator in its war. Doha hosts the talks between Kinshasa and the rebels and brokered a Kagame and Tshisekedi summit in March 2025, Crisis Group says.
The Doha framework agreement was signed in mid-November 2025, but most main issues stayed open. Reports in 2026 differ on whether one or three of the eight planned protocols are signed.
Qatar Airways holds 60% of the Bugesera International Airport project, valued at about US$1.3 billion, KT Press says. The airline also flies between Kigali and Doha.
In April 2026 Interior Minister Vincent Biruta delivered a message from Kagame for Qatar’s emir, Sheikh Tamim bin Hamad Al Thani. He handed it to Qatar’s interior minister, and KT Press reported it on 19 April.

The United Arab Emirates is a smaller partner, with ties on media and trade. On Tuesday, 9 September 2025 Kagame received Sheikh Abdulla bin Mohammed bin Butti Al Hamed, who chairs the UAE’s National Media Office.
Rwandan trade figures with the UAE could not be confirmed against national statistics for this article. Reports of a fall in exports are therefore left out.
No Saudi Arabian loan, base or trade deal with Rwanda was found for 2026. Nor was any link between Gulf governments and the Congo war confirmed in the sources checked.
China, Russia, Turkey, India and BRICS
China is a major supplier to Rwanda and a steady builder there. The two countries have had ties since 1971 and a comprehensive strategic partnership since 2024.
China’s ambassador, Gao Wenqi, said in Kigali on 22 September 2026 that two-way trade hit a record US$849 million in 2025. He put Rwandan exports to China at US$227 million, up 42%.
In the first quarter of 2026 China supplied 26.7% of Rwanda’s imports, or US$355.5 million, KT Press calculates from national statistics. China took 25.8% of Rwanda’s domestic exports in that quarter, about US$95 million.
China funds a 10.3 kilometre Kigali access road by grant, with works launched in September 2026. About 9 kilometres of it will widen to six lanes, KT Press reports.
Russia’s footprint is thinner, with a roadmap signed with Rosatom in Moscow on 16 May 2019 for a nuclear science centre. Rwanda’s infrastructure ministry says it followed a December 2018 intergovernmental agreement on peaceful nuclear energy.
In May 2026 the two countries’ health ministers signed a health memorandum covering nuclear medicine, the New Times reports. Rwanda’s vote for the March 2022 UN resolution on Ukraine shows where it stands.
Turkey has signed defence and aviation deals with Kigali. On 23 January 2025 Rwanda and Turkey signed four agreements in Ankara, covering broadcasting, aviation safety and defence, plus one not identified.
Turkey opened its embassy in Kigali in 2016 and offers funded Master’s and PhD scholarships to Rwandans. No Turkish arms sale to Rwanda was confirmed in the sources checked.
India’s ties are modest but growing in defence, with a joint committee that first met in Kigali in February 2024. At its second meeting in New Delhi in July 2026 both sides agreed to expand training, exercises, medical ties and defence manufacturing.
No Indian loan or base in Rwanda was found for 2026. Rwanda is not a listed BRICS member or partner on the Brazilian presidency’s site, which names Uganda and Nigeria as African partners.
Troops Abroad, Neighbours and Regional Blocs
Rwanda also uses its army as a diplomatic tool outside Congo. Its forces have been in Cabo Delgado, Mozambique, since July 2021 at Maputo’s request, spokeswoman Yolande Makolo said on 2 April 2026.
She put the deployment at more than 6,300 personnel and said Rwanda would not seek more European Peace Facility money. Foreign Minister Nduhungirehe said on 14 March 2026 that Rwanda would withdraw if funding was not secured, ADF magazine notes.
What happened after the EU money expired in May 2026 is not confirmed. In June 2025 Rwanda’s Cabinet reiterated its decision to leave the Economic Community of Central African States, its government says.
Rwanda also looks for soft power. It agreed a 10-year Formula 1 Grand Prix deal in October 2026, covered in Rwanda secures a 10-year Formula 1 deal.
For DR Congo’s side of these alliances, read DR Congo in Africa, its role, weight and alliances. The two neighbours’ diplomacy shapes every other Rwandan relationship.

What It Means for US Readers
Anyone buying coltan, tin, tungsten or gold from Rwanda or eastern DR Congo should check suppliers against OFAC’s lists. OFAC’s 50% rule blocks firms owned half or more by a sanctioned party, such as the RDF.
US consumers feel the war through supply chains for phones, batteries and aircraft parts. Washington says it wants minerals partnerships with DR Congo and an end to Rwandan troop presence at the same time.
For travel, the State Department has rated Rwanda Level 3, reconsider travel, since 17 May 2026, citing crime, unrest and health risks. It tells travellers not to go within 10 kilometres of the Congo border.
Rwanda has agreed to take up to 250 migrants deported from the US, a Rwandan official said in August 2025. Any American defence, aid or trade link with Kigali now sits under the sanctions debate.
What Is Not Known
How many Rwandan soldiers are in DR Congo in October 2026 is not confirmed. Kigali denies backing M23 and has published no figure.
The outcome of the ministerial meeting in Lusaka on 19 October 2026 was not published in the sources checked. Nor was a date for the October planning conference of the Joint Security Coordination Mechanism, a US-backed DR Congo and Rwanda body.
Rwanda’s statistics office has not confirmed the ambassador’s US$849 million trade total in the sources checked. Its first-quarter 2026 figures, as KT Press reports them, look large against that annual total.
Whether Washington will add or lift sanctions on Rwanda is open. So is the EU’s decision on a longer DR Congo sanctions regime and on its raw materials memorandum.
The results of Rwanda’s arbitration against Britain and the number of US deportees now in Kigali are not known. Rwanda’s Mozambique plans after May 2026 are not confirmed either.
Saudi deals with Rwanda in 2026 were not found. No prediction market on Rwanda’s geopolitics with real trading was found on 20 October 2026, so none is shown.
