Fiscal General Roger Mariaca confirmed Tuesday morning the Ministerio Público has issued an arrest order against COB executive Mario Argollo on charges of instigación pública a delinquir and presunto terrorismo. The order was transmitted Tuesday to the Comando General de la Policía for execution. It follows the weekend joint police-and-military operation in El Alto and the Sala Constitucional Segunda ruling of May 15 declaring blockades unconstitutional. The Defensor del Pueblo tallied fifty-seven detained by Saturday evening; five thousand cargo trucks remain immobilised at an estimated $720,000 daily loss.

02 · Argentina — Duquesne Triples YPF Position, MERVAL Sets Nominal Record

Stanley Druckenmiller’s Duquesne Family Office disclosed in its 13F filing this weekend a 433% increase in the YPF position to 3,235,962 ADRs worth roughly $150m, advancing the stock to fourth in the portfolio behind Natera, Insmed and TSMC. The filing added Vista Energy and the ARGT ETF while liquidating Alphabet and cutting Mercado Libre by 94%. 03 · Colombia — AtlasIntel Cuts Cepeda’s Lead to 4.7 Points

AtlasIntel for Semana, fielded May 9 through 14 across 5,039 in-person interviews, placed Iván Cepeda at 37.6%, Abelardo de la Espriella at 32.9% and Paloma Valencia at 16.7% — cutting the gap between the first two to under five points from a comfortable double-digit lead in April. The release dropped late Monday in Bogotá. De la Espriella confirmed his Barranquilla closing rally for Saturday May 23 with the Char bloc; Cepeda is in final-rally consultation through May 24. The COLCAP closed Monday at 2,101.08, down 0.98%.

04 · Mexico — Hacienda Socialises Staple Financing for Plan México as Carpio Takes Pemex

Bloomberg Línea reported at 04:00 CDMX Monday that the Secretaría de Hacienda has socialised a staple-financing structure with major banks to finance Plan México’s MXN 5.6tn ($324bn) infrastructure pipeline, principally renewables, under the March infrastructure law. Banobras Director Jorge Mendoza confirmed the umbrella-financing concept. Separately Thursday night Claudia Sheinbaum announced the replacement of Pemex director Víctor Rodríguez Padilla by CFO Juan Carlos Carpio. Pemex 2035 dollar bonds fell roughly one cent to 96 cents on the dollar Friday. The IPC closed Monday at 68,405.20, up 0.63%.

05 · Brazil — Juridical Offensive Against Flávio Bolsonaro Passes Twenty Filings

CNN Brasil counted Monday at least twenty filings to PGR, PF, STF and ancillary control bodies on the R$61m ($10.6m) Vorcaro-to-Flávio Bolsonaro transfer the Federal Police on Friday tied to the Texas-registered Havengate Development Fund LP.
