Construction Confidence Edges Up in Brazil Amid Labor and Credit Struggles

Brazil’s construction sector shows cautious improvement in March 2025, reports the Brazilian Institute of Economics at Getulio Vargas Foundation.

The Construction Confidence Index climbs 0.7 points to 95.0, marking the year’s first rise after two months of declines. Yet, the figure lingers below 100, reflecting persistent unease among firms.

Companies face mounting challenges this year, explains coordinator Ana Maria Castelo. A record shortage of skilled workers hampers projects, while costly credit squeezes budgets.

The sector, vital to Brazil’s economy with a 6% GDP share, slows as capacity utilization drops 1.1 points to 79.5%. Despite setbacks, optimism flickers through the data.

Labor and equipment use falter, with levels falling to 80.5% and 73.6%, respectively. High interest rates, set by Brazil’s Central Bank to tame inflation, tighten financing. Still, hiring may soon ease labor woes, Castelo suggests.

The industry’s path remains uneven. Residential projects, boosted by programs like Minha Casa Minha Vida, hold steady. Infrastructure tied to the Growth Acceleration Program offers potential. However, the quarterly average slips 1.7 points, hinting at a fragile recovery.
