Brazil and Angola conclude air transport pact: a boost for bilateral air services and business
Brazilian Senate gave its approval to a legislative decree project (PDL) formalizing an aviation services agreement between the two Portuguese speaking sister nations Brazil and Angola.
This accord offers special flight operation rights to businesses from both nations within each other’s territories. The project now awaits official endorsement.
This pact was initially established in Montreal, Canada, in 2019. The National Civil Aviation Agency (Anac) will oversee its execution from Brazil’s side.
As per the agreement, Brazil and Angola will nominate airlines to enjoy the rights established by this diplomatic collaboration fully.

Chosen airlines will have the authority to make non-commercial stopovers in the partner country, fly over the other nation without landing, market international air services in the other nation, and establish local offices abroad.
They’ll also have the privilege to stop for passenger and cargo loading and unloading at designated points, as determined jointly by the aviation authorities of each country.
Moreover, qualifications and licenses granted by either country will be recognized by both within the scope of the included services.
Additionally, both parties have pledged to cooperate on aviation security measures, covering aircraft and passenger hijacking scenarios.
Senator Astronauta Marcos Pontes (PL-SP), who reviewed the project, stated that the agreement aligns with the guidelines of the International Civil Aviation Organization (ICAO).
He believes that the accord will benefit air travelers from both Brazil and Angola.
