Brazil prepared for economic impacts of war – Treasury Secretary
RIO DE JANEIRO, BRAZIL – Brazil is prepared to face the volatility of financial markets caused by the conflict between Russia and Ukraine, said yesterday, February 24, National Treasury Secretary Paulo Valle. It is still early to think of extraordinary auctions of public debt to secure the market, he added.
By Thursday late afternoon, the stock market had dropped about 1.5%, after falling back more than 2% during the day. The commercial dollar was being sold at R$5.10, after having reached R$5.15 around 3 PM.

“It is important to remember the position Brazil is in. In terms of public debt, we are in a very comfortable situation. We only have 5% in foreign debt and the foreign share [in internal debt] in Brazil is a little more than 10%. We have 100% of our financing needs for 2022 in cash. We have more than US$350 billion in international reserves. Brazil is well structured for some international volatility,” Valle said.
As for potential auctions of the public debt cushion, a type of measure taken in moments of extreme turbulence in the financial market, the Secretary said that the Treasury will only be able to decide after observing how the conflict will unfold and if there will be impacts in other countries.
“The Treasury is comfortable with its cash flow. We are constantly monitoring the market. We are attentive and we will take the necessary measures. But, at this time, I think it’s early and that we are in a good position,” Valle said.
The Secretary spoke about the primary result for January. Last month, the central government accounts posted a record primary surplus of R$76.5 (US$15) billion.
