Brazil Bans Betting Tips After 61% of Them Proved Wrong on Air

New rules on Brazil betting advertising will force gambling ads to carry cigarette-style health warnings from July 17, and will bar commentators from telling viewers what to bet on. A study of one channel’s World Cup coverage explains why.
Somebody counted. Across forty-eight World Cup matches broadcast by the Brazilian streaming channel CazéTV, monitors logged seventy-four separate suggestions about what viewers should bet on.
Sixty-one percent of those predictions did not come in. Most of the tips failed, and they were delivered in the confident register of someone who sounds like an expert.
What the Brazil betting advertising rules actually ban
Brazil’s finance ministry announced two orders on Thursday, drawn up with the justice ministry. They were published the following day and bite on July 17.
The first requires every advertisement by a licensed operator to carry a warning of the kind Brazil already puts on cigarettes and alcohol. Campaigns must display one of three lines, each opening with the words that the finance ministry warns.
The three are blunt: betting makes you lose money, betting can cause dependency, and betting is not an investment. A state ministry is now compelled to appear inside the marketing of an industry it also licenses and taxes.
The second order is the one the industry will feel. It bans presenting a bet as an investment or as easy money, bans manufacturing urgency, and bans using commentators, pundits or influencers to induce the public to gamble.
Finance minister Dario Durigan was explicit about why. Pundits carry, for some people, a tone of authority, and in passing on information they also push viewers toward the bet.
He named the mechanism precisely. It is not lawful, he said, to mislead a consumer by blending an expert’s commentary into a betting recommendation, giving it a veneer of technical backing.
Operators may no longer publish histories of past winnings either. When you show the record of prizes, Durigan said, you conceal the record of losses.
The broadcast that made the case
CazéTV is not a traditional broadcaster. Founded in 2022 around a streamer who built an audience during the pandemic, it is the only platform carrying all one hundred and four matches of this World Cup.
Its narrators recommended odds during matches and in the build-up, telling viewers which outcomes looked likely and putting tips on screen. The three betting firms on its advertiser list were Bet365, Betnacional and KTO.
Brazil’s consumer protection secretariat opened an inquiry into the channel in late June, and the state news agency reported the monitoring numbers the following week. That inquiry is the immediate ancestor of the orders now published.
Academics quoted by the agency identified the real gap. On broadcast television, advertising sits in a block separated from editorial content, whereas this format fused the two.
That fusion is the loophole. Regulators wrote rules for a world where you could tell when the advertisement started.
Why Brazil betting advertising matters to a foreign reader
Online search interest in betting has risen by nearly five hundred percent in Brazil over five years, while falling in Britain, Portugal and Spain. Six in ten Brazilians said they intended to bet on this tournament.
The sector booked gross profit of thirty-seven billion reais last year, on finance ministry figures. Betting firms became the second-largest category of advertiser during the World Cup, behind only food and drink.
Two bills now moving through Congress would ban betting advertising and sponsorship outright. One academic warned that a legislature Brazilians already describe by its cattle, bullet and Bible blocs may soon acquire a betting bloc too.
What warnings must Brazilian betting ads carry?
From July 17, every advertisement by a licensed operator must display one of three warnings attributed to the finance ministry, stating that betting makes you lose money, that betting can cause dependency, or that betting is not an investment. The format deliberately mirrors the health warnings Brazil already requires on cigarettes, alcohol and medicines.
Can football commentators still recommend bets?
No, because the second order bans the use of commentators, specialists and influencers to induce the public to bet, and it applies to every channel. The government has also prohibited the use of technical analysis as a persuasion device, and barred operators from publishing histories of past winnings.
What happens to operators that break the rules?
Administrative sanctions include a fine of up to twenty percent of the operator’s revenue and suspension of activities for up to one hundred and eighty days. Serious repeat offenders can lose their operating licence altogether, and the ban extends to the platforms and media outlets that carry the campaigns.
