71% of Brazilians Reject Semipresidentialism as Political Debate Intensifies

A recent AtlasIntel survey reveals that 71% of Brazilians oppose replacing the country’s presidential system with semipresidentialism, a governance model that would shift significant executive powers to Congress.

This proposal, backed by influential political figures, has reignited debate over Brazil’s political system amid ongoing challenges with governance and polarization.

Semipresidentialism, modeled after systems in France and Portugal, would introduce a prime minister to oversee government policies and budgets, while the president would retain limited powers as head of state.

Proponents argue this structure could reduce political crises by making it easier to replace an unpopular prime minister than impeach a directly elected president. However, only 18% of Brazilians support the idea, and 11% remain undecided.

The survey highlights a clear divide among voters. Support for semipresidentialism is higher among Jair Bolsonaro’s supporters (25.1%) compared to just 0.3% of voters for current President Luiz Inácio Lula da Silva.

Critics, including Workers’ Party leader Gleisi Hoffmann, argue that the proposal undermines democracy by weakening the president’s authority. They also claim it shifts power to Congress.

Debate Over Semipresidentialism

Many Brazilians distrust Congress due to corruption scandals and inefficiencies. This debate has gained momentum after key political figures like House Speaker Arthur Lira and former President Michel Temer voiced support for the change.

They claim semipresidentialism could stabilize governance and avoid costly impeachment processes by allowing parliament to replace a prime minister more easily than a president.

Historically, Brazilians have rejected similar proposals in national referendums in 1963 and 1993, reflecting a strong preference for directly electing a powerful president.

The latest survey, conducted with 817 participants between February 11 and 13, underscores continued public resistance to altering Brazil’s democratic structure.

While some elites see semipresidentialism as a solution to systemic inefficiencies, widespread opposition highlights concerns about weakening democratic participation and empowering an already distrusted Congress.

This debate reflects broader tensions in Brazil’s search for governance reforms without alienating voters or undermining institutional trust.
