U.S. Spy Flights Near Mexico Ignite Sovereignty Debate Amid Anti-Cartel Push

Reports of increased U.S. military surveillance near Mexico have raised questions about sovereignty and bilateral cooperation.

Mexican Defense Secretary Ricardo Trevilla confirmed two Pentagon-authorized reconnaissance missions on January 31 and February 3, 2025, but CNN and other outlets report as many as 18 flights during late January and early February.

The missions involved advanced aircraft like the RC-135 Rivet Joint and U-2 Dragon Lady, designed for intercepting communications and high-altitude imagery collection.

One flight on February 3 was tracked 83 kilometers southwest of Cabo San Lucas, near Baja California, in international airspace. Trevilla stated that the planes complied with international regulations by keeping their transponders active.

He also mentioned that they avoided Mexican airspace. However, he admitted uncertainty about their objectives, leaving open the possibility of intelligence gathering targeting Mexican drug cartels.

The timing of these flights aligns with heightened U.S. efforts under President Donald Trump to combat cartels, which his administration recently designated as terrorist organizations.

U.S. Surveillance Flights and Mexico’s Sovereignty Concerns

This designation allows the use of counterterrorism tools but has sparked concerns in Mexico about potential violations of sovereignty or unilateral U.S. military actions justified by anti-cartel operations.

These missions coincided with a bilateral agreement where Mexico deployed 10,000 troops to its northern border to curb fentanyl trafficking and illegal migration. In return, the U.S. delayed imposing 25% tariffs on Mexican goods.

Speculation suggests the reconnaissance flights may be linked to this deal, though neither government has confirmed this. Historically, U.S. military surveillance near Mexico averaged one mission per month.

The recent spike underscores a shift in U.S. priorities toward border security. Trevilla emphasized that these flights have not disrupted bilateral security cooperation.

However, the controversy highlights tensions over transparency and sovereignty as both nations navigate shared security challenges. Upcoming discussions between leaders may clarify these issues further.
